Adds to the House-passed version several provisions amending the Ohio Construction Industry Licensing Board Law to (1) modify existing requirements and procedures for licensing contractors under the Law, (2) authorize a contractor and a business entity to which the contractor has assigned its license to agree to invalidate the license in less than 90 days after the contractor ceases to associate with the business entity and also authorize the contractor and the business entity to agree to allow the reassignment of the license to another business entity before that 90-day period has elapsed, (3) modify existing law's grant of reciprocity to persons holding construction-industry-type licenses from other states by conditioning reciprocity on the existence of a written reciprocity agreement between Ohio and the other state, (4) require a public entity that imposes a fee and registration requirement on contractors to also require them to have a license under the Law, (5) establish procedures for dealing with, and authorize the Licensing Board to impose penalties for, checks for licensing fees that are returned unpaid, and (6) make other changes in the Law (R.C. 4740.01, 4740.04, 4740.05, 4740.06, 4740.07, 4740.08, 4740.12, and 4740.15).
