Amendments adopted by the House committee make several changes to the bill.  The changes require that supplemental health care services that cover prescription drugs cover treatments for biologically based mental illnesses, subject policies of sickness and accident insurance underwritten by an insurer on an individual basis to the bill's requirements, and clarify that determinations by the Superintendent of Insurance are subject to the Administrative Procedure Act.  With the amendments, the bill does the following:

Supplemental health care services coverage

            Requires a health insuring corporation that offers prescription drug services as a type of supplemental health care services to provide prescription drug coverage for the treatment of biologically based mental illnesses on the same terms and conditions as other physical diseases and disorders. 

Application of bill requirements to sickness and accident insurance policies

            Includes policies of sickness and accident insurance underwritten on an individual basis in the bill's requirement that such policies provide coverage for treatment of biologically based mental illnesses.

Determinations of the Superintendent of Insurance

            Clarifies that determinations made by the Superintendent of Insurance under the bill are subject to the Administrative Procedure Act (Revised Code Chapter 119.) and are, among other procedures, subject to appeal by the affected parties.
