Ohio Works First rules

Requires the Director of the Ohio Department of Job and Family Services (ODJFS) to adopt rules as necessary to bring Ohio into compliance with federal requirements in the Deficit Reduction Act.  Ohio must be in compliance by September, 2006, and must establish procedures for determining, with respect to Temporary Assistance for Needy Families recipients, whether activities may be counted as work activities, how to count and verify reported hours of work, and who is a work-eligible individual.

Requires the Director of ODJFS to issue a report containing recommendations for codifying the substance of the rules.

Adoption training

Removes the provisions related to the requirement that a person seeking to adopt complete training, as specified in rules adopted by the Director of ODJFS.

Legal custody beyond 18 of adjudicated, abused, neglected, or dependent child

In the statement of understanding a person seeking to be a legal custodian of an adjudicated, abused, neglected, or dependent child must sign that specifies the scope and duration of the legal custody, clarifies that the person may be responsible as custodian after the child reaches 18 years of age, if the child is continuously pursuing a secondary education or the person's legal duty to see that the child receives an education has not been excused.

Confidentiality of child placement

Eliminates existing prohibition against a person or governmental entity knowingly revealing any information contained in a paper, book, or record that is part of the permanent record of a court or maintained by ODJFS, an agency, or an attorney pertaining to a child's placement with an association or institution.

Access to SACWIS

Expands access to the uniform statewide automated child welfare information system (SACWIS) established by the bill to include access as permitted by state or federal rule or regulation.

Adoption assessors

Permits an adoption assessor who is a student pursuing a post-secondary degree working under supervision to be pursuing a degree higher than a post-secondary degree.
