Creates "Fairport Harbor Breakwall Lighthouse" and "Volunteer" special license plates.

Creates five new military-related special license plates available to eligible persons at no additional charge:  (1) a Global War on Terrorism special license plate for active duty and honorable discharged persons who served in the United States Armed Forces during the Global War on Terrorism, (2) a Global War on Terrorism Expeditionary Medal special license plate, (3) a Global War on Terrorism Service Medal special license plate, (4) an Afghanistan Campaign Medal special license plate, and (5) an Iraq Campaign Medal special license plate.

Allows the spouse of a former prisoner of war to obtain the special former POW license plates on one vehicle that the former prisoner of war or the spouse owns or leases, but provides, that no person is eligible to receive a former POW license plate if the person or the person's spouse currently has registered one vehicle and obtained former POW license plates for that vehicle.

Removes "motorcycles" from the types of vehicles specified as eligible for "Support Our Troops" license plates.

Requires the Registrar of Motor Vehicles or a deputy registrar to ask each person who, after July 1, 2009, is applying for or renewing a special license plate and paying a contribution to an organization for issuance of the special license plate, whether the person consents to contact from the organization sponsoring the special license plate and authorizes the Registrar to provide to the organization a list of the names and addresses of those applicants who have consented to contact.

Designates 13 new memorial highways: (1) "The Luke 'Doc' Emch and Matt 'Doc' Conte Corpsmen Memorial Highway," (2) "Pfc. Ralph Dias Memorial Highway," (3) "Korean War Veterans' Memorial Highway" in Summit County only, (4) "Corporal Jeffrey A. Boskovitch Memorial Highway," (5) "Patrolman George Brentar Memorial Highway," (6) "Lance Corporal Daniel McVicker Memorial Highway," (7) "Sgt. Robert M. Carr Memorial Interchange," (8) "Deputy Chad Edwards Memorial Highway," (9) "Sgt. Marco Miller Memorial Interchange," (10) "SrA Kenneth P. Hauprich, Jr., Memorial Highway," (11) "Tuskegee Airmen Memorial Highway," (12) "Captain Wilbur Blount Memorial Highway," and (13) "The Ohio Veterans Memorial Bridge."

Removes from the version passed by the House, one special license plate and two memorial highway provisions that were enacted in other legislation.
