Adds an exemption for sales by insurers or subrogees who sell motor vehicles that have come into their possession through the operation of the terms of an insurance contract from the provision that prohibits licensed motor vehicle auction owners from knowingly permitting the sale of a motor vehicle by any person who is not licensed under the Motor Vehicle Licensing Law (R.C. 4517.01 to 4517.19).

Adds a stipulation that deems that owners, architects registered under the Architect's Law (R.C. Chapter 4703.), professional engineers registered under the Engineer's Law (R.C. Chapter 4733.), and other persons, who under the Board of Building Standards Law (R.C. 3791.04), Architect's Law, or the Engineer's Law are permitted to submit plans, drawings, specifications, or data for purposes of obtaining a license to commence construction under the Board of Building Standards Law, have complied with the Americans With Disabilities Act of 1990 (42 U.S.C.A. 12101) for purposes of enforcement by the Ohio Civil Rights Commission if the owner of the building has obtained a license to commence construction and if the person prepared the plans, drawings, specifications, or data submitted to obtain the license.
