Extends authority for a transportation improvement district and two or more governmental agencies to enter into an agreement providing for the joint financing of a transportation project from December 31, 2007, to May 1, 2008.

Clarifies that obligations a transportation improvement district and two or more governmental agencies incur in connection with a jointly financed transportation project under the current transportation budget, H.B. 67 of the 127th General Assembly (§ 555.10), are not to be considered in calculating the net indebtedness of a township.
