Specifies that a scholarship may be used for services that are not in the child's IEP but are associated with educating the child.

Permits the applicant and the provider to agree to modifications of the services provided to the child.

Requires a registered private provider to provide a record of the implementation of a child's IEP, including evaluation of the child's progress, to the child's resident school district.

Requires a registered private provider to notify an eligible applicant in writing of its reasons for declining to enroll a qualified special education child.

Requires a registered private provider and an alternative public provider to submit a written profile of its services to each eligible applicant who enrolls a qualified special education child in the provider's program, specifies the content of the profile, and requires the eligible applicant to attest to receipt of the profile as a condition of receiving scholarship payments.

Extends the deadline from March 30 to December 31, 2008, for the Partnership for Continued Learning to submit a report on community schools and the Educational Choice Scholarship Pilot Program.
