Creates the D-5l liquor permit and authorizes it to be issued in a municipal corporation with a population of less than 100,000 and within the geographic boundaries of a designated Heritage Ohio Main Street Community.

Changes the population quota governing the number of state agency liquor stores allowed in a county, effectively authorizing more agency stores.

Adds an emergency clause.
