Amendments adopted by the House committee make changes to several provisions of the bill as follows: 

Permits for persons with mobility impairments to hunt by vehicle

            Requires the Chief of the Division of Wildlife in the Department of Natural Resources to adopt rules necessary to issue permits to allow persons with mobility impairments to hunt in public wildlife areas using electric-powered all-purpose vehicles (EPAPVs) or motor vehicles, including rules establishing eligibility requirements, an application procedure, the duration of a permit, and identification and designation of public wildlife areas in which EPAPVs or motor vehicles may be used by permit holders.

Modifications to criminal law provisions regarding the discharge and transportation of firearms

            Modifies a provision of current law that prohibits knowingly discharging a firearm while in or on a motor vehicle and provides an exclusion from this provision related to the vehicle permits issued by the Chief of the Division of Wildlife.

            Modifies a provision of current law that prohibits knowingly transporting or having a loaded firearm in a motor vehicle in such a manner that the firearm is accessible to the operator or any passenger and knowingly transporting or having a firearm in a motor vehicle unless the operator complies with certain requirements and provides an exclusion from each of these provisions related to the vehicle permits issued by the Chief of the Division of Wildlife.
