Includes a county hospital among the political subdivisions that are authorized to use joint purchasing.

Clarifies that political subdivisions that participate in joint purchasing are exempt from competitive bidding requirements.

Exempts health care services purchased by county contracting authorities from competitive bidding requirements.

Removes the requirement that a county employ a consultant to assist in procuring appropriate insurance and health care related coverage at the best and lowest prices.

Allows a county contracting authority and a party that contracts for insurance or health care related services to extend or renew the contract for a period not to exceed six years from the date the initial contract is signed.

Eliminates the second week's newspaper-published notice by boards of township trustees, boards of trustees of a fire and ambulance district, and legislative authorities of villages of the sale, donation, or auction of property or for competitive bids if the board or authority posts notice on its Internet web site in lieu of newspaper publication and the first newspaper-published notice complied with certain specified requirements.
