Clarifies that the outcome of a county referendum on a resolution adopted by a joint board of county commissioners regarding a soil and water conservation district project has effect in that county; states that if a majority of the electors in that county vote against the resolution, that county is not subject to the resolution; and applies those provisions to any soil and water conservation project for which an assessment has been levied, but on which construction has not begun on the bill's effective date.

Declares an emergency.
