Patient Centered Medical Home Education Pilot Project

Adds the Director of Health, as a nonvoting member, to the Patient Centered Medical Home Education Advisory Group created by the House version.

Modifies the criteria established by the House for selecting one of the advanced practice nurse (APN) primary care practices to be included in the Pilot Project, specifically by replacing the requirement that the APN practice be affiliated with the College of Nursing at Kent State University with a requirement that the APN practice be affiliated with either that institution or the University of Akron College of Nursing.

Choose Ohio First scholarship proposal

Includes the Dean of the University of Akron College of Nursing among the nursing school deans who, under the House version, must jointly develop a proposal for the creation of a primary care nursing student component of the existing Choose Ohio First Scholarship Program.

Most favored nation clauses in health care contracts with hospitals

Extends by one year (to June 25, 2011) the expiration date of existing prohibitions regarding clauses known as "most favored nation clauses" in health care contracts with hospitals.[1]

Medicaid reimbursement for nursing facilities

Modifies existing procedures for calculating the Medicaid reimbursement for nursing facilities, specifically by doing the following:

--Requiring the Department of Job and Family Services to redetermine a nursing facility's Medicaid reimbursement rate for tax costs beginning July 1, 2010, if the facility had a credit regarding its real estate taxes reflected on its Medicaid cost report for calendar year 2003, and requiring the redetermination to reflect the facility's tax costs for calendar year 2004;

--Increasing the fiscal year 2011 Medicaid reimbursement rate for a nursing facility that had a credit regarding its real estate taxes reflected on its Medicaid cost report for calendar year 2003 by the amount of real estate taxes reported on the facility's Medicaid cost report for calendar year 2004 divided by the number of inpatient days reported on that cost report.

Implementation dates

Adds an emergency clause, but delays for 90 days the provisions pertaining to the Pilot Project and the Choose Ohio First Scholarship Program.

[1] The prohibitions were established by Sub. H.B. 125 of the 127th General Assembly, which became effective June 25, 2008.  In the case of health care contracts with hospitals, the prohibitions are scheduled to expire June 25, 2010.
