Repeals obsolete law under which counties were permitted to create multicounty boards of mental retardation and developmental disabilities before January 1, 2007.

Removes uncodified sections amended by the bill that have no effect after June 30, 2009, because the bill will not be effective before that time.

Authorizes the department and county boards to use up existing stocks of office supplies that refer to the department and boards by their old names.
