Exempts cooperative economic development agreements and joint economic development zone agreements entered into prior to July 1, 2010, from a provision in the Senate-passed bill that requires rules to specify that a property owner not be subject to municipal annexation as a result of connecting to a central sewer system in accordance with the bill.
