Eliminates the prohibition against the Public Utilities Commission exercising any jurisdiction over advanced or internet protocol-enabled services that exceeds its jurisdiction under federal law (but retains the prohibition against the Commission exercising any jurisdiction over those services that is prohibited by, or is inconsistent with its jurisdiction under, federal law).

            Concerning the requirement that the Commission consider adopting rules establishing elective alternative regulation unique to small telephone companies, provides that the rules be specific (rather than unique) to small companies and that the companies be incumbent local exchange carriers under federal law.
