Specifies that a spouse or qualified former spouse of a member of the Armed Services killed in the line of duty while serving in a combat zone after May 7, 1975, must have been an Ohio resident at the time the member of the Armed Services was killed in order to qualify for the college tuition and student fees waiver or reduction.
