Authorizes a county with a population greater than 60,000 to organize a county land reutilization corporation.

Authorizes new community authorities created after the bill's effective date and before January 1, 2012, to impose a community development charge based on business revenues or gross receipts.

Authorizes citizen members of the board of trustees of such a new community authority to be selected by means other than an election, and specifies that they may represent employers as well as, or instead of, residents of the district.

Expands the purposes for which such a new community authority's community facilities may be used to include governmental, distribution, and research activities.

Authorizes such a new community authority to enter agreements with political subdivisions providing for revenue sharing, services, products, and materials, and the administration, calculation, or collection of community charges.

Decreases the duration for which a developer of such a new community authority must control land within the new community district through leases from 75 years to 40 years.

Authorizes the "new community development program" of such a new community authority to lack "well-balanced and diversified" land use patterns if land use patterns may be so characterized when considered in combination with the wider "community."

Permits such a new community authority to be dissolved other than by a majority vote of the district's voters.

Specifies that the city that must approve any new community authority petition (the "proximate city") is the city with the greatest population living in the county where the authority would be created, rather than the most populous city with any territory in that county.

Expressly authorizes counties to levy taxes outside the 10-mill limitation for soil and water conservation districts and Ohio State University Extension services.

Authorizes the state to convey real property that was the Twin Valley Behavioral Healthcare Dayton campus to Amamata, LLC, of New Albany.
