Replaces the authority of the Director of Agriculture to enter on any public or private property to determine compliance with the bill and rules adopted under it as provided in the House-passed version with a provision giving the Director authority to enter on any premises, with the consent of the applicable owners, to determine compliance with the bill and rules adopted under it.

Rather than stating that the rules adopted under the bill must not apply to organic producers that are certified by the United States Department of Agriculture under the National Organic Program to the extent that the rules preempt standards that are required to maintain that certification as specified in the House-passed version, states that, with regard to those producers, if there is a conflict between the rules adopted under the bill and the standards established by the United States Department of Agriculture under the National Organic Program, the standards established under that Program prevail.

Requires money collected from civil penalties levied under the bill to be credited to the General Revenue Fund rather than to the Ohio Livestock Care Standards Fund as required in the House-passed version.

Prohibits the Ohio Livestock Care Standards Board from creating a statewide animal identification system rather than prohibiting the Board from adopting rules that create such a system as provided in the House-passed version.

Declares an emergency.
