Prohibits a state agency, board, or commission from using the name, official position, likeness, image, or voice of a candidate for nomination or election to a state office in any television or radio advertising, during the calendar year in which the candidate is seeking nomination or election.

Provides that a person may file a writ of mandamus or prohibition with the Ohio Supreme Court for a violation of this prohibition.

Prohibits a candidate for a state office from knowingly appearing in, or knowingly using the person's name, official position, likeness, image, or voice, during the calendar year in which the person is seeking nomination, in any television or radio advertising with an aggregate cost exceeding $10,000 that is funded directly or indirectly by state or federal moneys.

Provides that a person who violates the candidate advertising prohibition is guilty of a first degree misdemeanor.
