REPRESENTATIVES JOHNSON-SYKES
A BILL
To extend until February 4, 1998, the date by which the
General Assembly must develop a plan to provide itemized
appropriations to the Department of Education for the 1999
fiscal year, and to declare an
emergency.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. Notwithstanding Section 50 of Am. Sub. H.B. 215 of the 122nd
General Assembly, the General Assembly shall have until February 4, 1998, to
develop a plan to provide
itemized appropriations for the Department of Education for fiscal year 1999.
Section 2. This act is hereby declared to be an emergency
measure necessary for the immediate preservation of the public
peace, health, and safety. The reason for such necessity is
that the issues that must be resolved by the General Assembly in
connection with the adoption of an education budget for fiscal
year 1999 are of such complexity and importance that they cannot
be fully and fairly deliberated without the additional time
authorized by this act. Therefore, this act shall go into
immediate effect.
