A BILL
To establish the Elected Officials Review Commission to study the adequacy of the salaries of elected officials relative to the duties these officials are required to perform and to require the Commission to report its findings to the Governor, General Assembly, and Supreme Court.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) As used in this section, "elected officials" mean all of the following:
(1) Members of the General Assembly;
(2) Members of the State Board of Education;
(3) The Chief Justice and Justices of the Supreme Court, judges of courts of appeal, judges of courts of common pleas, and all other judges of courts of record.
(4) The Governor, Lieutenant Governor, Secretary of State, Auditor of State, Treasurer of State, and Attorney General;
(5) Clerks of the courts of common pleas, county auditors, county commissioners, county coroners, county engineers, county recorders, county treasurers, prosecuting attorneys, and sheriffs;
(6) Elected clerks of municipal and county courts;
(7) Township trustees and clerks;
(8) Members of boards of education of any school district.
(B) There is hereby created the Elected Officials Review Commission consisting of the following twenty-four members:
(1) The Governor shall appoint two members.
(2) The President of the Senate and the Minority Leader of the Senate shall each appoint one member of the Senate.
(3) The Speaker of the House of Representatives and the Minority Leader of the House of Representatives shall each appoint one member of the House of Representatives.
(4) The Chief Justice of the Supreme Court shall appoint one member.
(5) The Speaker of the House of Representatives and President of the Senate shall jointly appoint one member to represent each of the following organizations:
(a) The organization that represents township trustees and clerks;
(b) The organization that represents clerks of the courts of common pleas;
(c) The organization that represents county auditors;
(d) The organization that represents county commissioners;
(e) The organization that represents county coroners;
(f) The organization that represents county engineers;
(g) The organization that represents county recorders;
(h) The organization that represents county treasurers;
(i) The organization that represents prosecuting attorneys;
(j) The organization that represents sheriffs;
(k) The organization that represents members of boards of education;
(l) The organization that represents judges of courts of common pleas;
(m) The organization that represents judges of courts of appeal;
(n) The organization that represents judges of municipal courts;
(o) The organization that represents judges of county courts;
(p) The organization that represents clerks of municipal courts;
(q) The organization that represents the mayors and legislative authorities of municipal corporations.
(C) Appointments shall be made to the Commission within thirty days after the effective date of this section. Vacancies shall be filled in the same manner as provided for the original appointment. A member shall not be appointed from an organization described in division (B)(5) of this section if that organization is affiliated with a political party.
(D) At its first meeting, the Commission shall elect a chairperson and vice-chairperson and such other officers as it considers necessary. The Commission shall meet at the call of the chairperson.
(E) The Commission shall evaluate the salaries and duties of all elected officials to determine whether these salaries are fair and adequate compensation relative to the duties these elected officials are required to perform. The Commission shall also consider whether any or all elected officials should be required by law to devote a minimum number of hours to performing their duties, or to spend a minimum number of hours in their office, per day, week, month, year, or other specified time period.
(F) The Commission shall issue its recommendations, not later than one year after the date all members of the Commission have been appointed, to the Governor, Chief Justice of the Supreme Court, President of the Senate, Speaker of the House of Representatives, and Minority Leaders of the Senate and House of Representatives.
