A BILL
To create the Ohio Broadband and Wireless Telecommunications Task Force.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1.  (A) There is hereby created the Ohio Broadband and Wireless Telecommunications Task Force consisting of the following members:
(1) Two members of the Senate appointed by the President of the Senate, each from a different political party;
(2) Two members of the House of Representatives appointed by the Speaker of the House of Representatives, each from a different political party;
(3) The Director of Development or the Director's designee;
(4) The Director of Natural Resources or the Director's designee;
(5) The Director of Commerce or the Director's designee;
(6) The Chairperson of the Public Utilities Commission of Ohio or the Chairperson's designee;
(7) The Consumers' Counsel or the Consumers' Counsel's designee;
(8) One representative of each of the following organizations, appointed by the organization:
(a) The Ohio Municipal League;
(b) The Ohio Township Association;
(c) The County Commissioners' Association of Ohio.
(9) Seven other persons, appointed by the Governor with the advice and consent of the Senate, including one representative from each of the following:
(a) A wireless service provider;
(b) A broadband service provider from the cable industry;
(c) A broadband service provider from the telephone industry;
(d) A telecommunications tower company.
(B) The Governor shall select a Task Force Chairperson from among the members of the Task Force.
(C) The members shall be appointed and the Chairperson shall be selected not later than ninety days after the effective date of this section. Vacancies on the Task Force shall be filled in the manner of the initial appointments.
(D) At the initial meeting of the Task Force, the Chairperson shall establish a Task Force meeting schedule.
(E) The members of the Task Force shall receive no compensation for their services.
(F) The Task Force shall examine and make recommendations on the availability of broadband and wireless telecommunications in Ohio and any economic impact such availability creates, the present or future availability of broadband and wireless telecommunications in all Ohio counties, and any other issues the Task Force deems appropriate. The Task Force shall issue a report of its findings and recommendations to the President of the Senate, the Speaker of the House of Representatives, and the Governor not later than one year after all appointments are made in accordance with division (C) of this section, and shall cease to exist upon submitting its report.
