A BILL
To enact section 3701.136 of the Revised Code to
create the Sickle Cell Anemia Advisory Committee.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 3701.136 of the Revised Code be
enacted to read as follows:
Sec. 3701.136. (A) There is hereby created the sickle cell
anemia advisory committee. The committee shall assist the
director of health in
fulfilling the director's duties under
section 3701.131 of the
Revised
Code.
(B) The director shall appoint five members to the committee
who are
familiar with sickle cell anemia, including researchers,
health
care professionals, and persons personally affected by
sickle cell anemia.
Not later than ninety days after the effective date of
this
section, the director shall make initial appointments to the
committee. Of the initial appointments, one shall be for a term
ending one year after the effective date of this section, two
shall be for terms ending two years after that date, and two shall
be for terms ending three years after that date. Thereafter, terms
of office shall be three years, with each term ending on the same
day of the same month as did the term that it succeeds. Each
member shall hold office from the date of appointment until the
end of the term for which the member was appointed. Members may be
reappointed.
Vacancies shall be filled in the same manner as original
appointments. Any member appointed to fill a vacancy occurring
prior to the expiration of the term for which the member's
predecessor was appointed shall hold office for the remainder of
that term. A member shall continue in office subsequent to the
expiration date of the member's term until the member's successor
takes office or until a period of sixty days has elapsed,
whichever occurs first.
Members of the committee shall serve without
compensation,
but may be reimbursed for actual and necessary
expenses incurred
in the performance of their duties.
(C) The committee shall annually select from among its
members a chairperson. The committee shall meet at the call of the
chairperson, but not less than twice each year. A majority of the
members of the committee constitutes a quorum.
