A BILL
To create the Ohio Energy Resource Center at Ohio
University's Voinovich School.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. There is hereby created the Ohio Energy Resource
Center at the Voinovich School of Leadership and Public Affairs at
Ohio University.
The center shall do all of the following:
(A) Act as a knowledge hub for clean energy, advanced
energy,
and energy efficiency projects throughout the state;
(B) Maintain a database of research and development projects
in the fields of clean energy, advanced energy, and energy
efficiency undertaken by public institutions of higher education;
(C) Act as a clearinghouse for information and promote
collaboration among public and private entities on federal, state,
and private sources of financial and technical assistance for
advanced energy, clean energy, and energy efficiency projects
including, but not limited to, Edison Technology Centers, Edison
Incubators, and programs under the Third Frontier Commission; and
(D) Provide technical assistance to state government and
local
governments, other political subdivisions, mercantile
customers as defined in section 4928.01 of the Revised Code, and
businesses
located in an Appalachian county as defined in section
107.21 of
the Revised Code on clean energy, advanced energy, and
energy
efficiency projects.
Of the amounts appropriated in appropriation item 195660,
Advanced Energy Programs, within the Advanced Energy Fund (Fund
5M50), up to $75,000 in fiscal year 2010 and up to $125,000 in
fiscal year 2011 shall be granted to the Ohio Energy Resource
Center for the purposes described in this act.
Section 2. The sections of law contained in this act are
exempt from the referendum because they are or relate to an
appropriation for current expenses within the meaning of Ohio
Constitution, Article II, Section 1d and section 1.471 of the
Revised Code and therefore take effect immediately when this act
becomes law.
