A BILL
To enact section 5101.345 of the Revised Code to
create the Ohio Family Stability Commission in the
Department of Job and Family Services and to
repeal section 5101.345 of the Revised Code four
years after the effective date of that section.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 5101.345 of the Revised Code be
enacted to read as follows:
Sec. 5101.345. (A) There is hereby created in the department
of job and family services the Ohio family stability commission.
The commission shall consist of an executive director, a research
associate, and an administrative assistant all appointed by the
director of job and family services. The director shall make the
appointments not later than sixty days after the effective date of
this section.
(B) The Ohio family stability commission shall do all of the
following:
(1) During its first year of operation, conduct research and
formulate recommendations to the general assembly, appropriate
state agencies, and other appropriate entities concerning the
following societal issues that impact the stability of families in
this state:
(a) The divorce rate in this state and measures and
strategies for reducing the divorce rate;
(b) The birth rate amongst unmarried individuals in this
state and measures and strategies for reducing the number of
births occurring outside of marriage;
(c) The rate of domestic violence, including child abuse, in
this state and measures and strategies for reducing that rate;
(d) Issues concerning child custody and child support.
The recommendations formulated under division (B)(1) of this
section shall provide the general assembly, appropriate state
agencies, and other appropriate entities with strategies, both
legal and otherwise, for addressing the issues studied under
divisions (B)(1)(a) to (d) of this section.
(2) During its second year of operation, work with the
general assembly, appropriate state agencies, and other
appropriate entities to implement the recommendations formulated
under division (B)(1) of this section;
(3) During its third year of operation, continue to work for
the implementation of the recommendations formulated under
division (B)(1) of this section and begin monitoring their
implementation. The commission shall issue a report to the general
assembly at the expiration of its third year of operation
regarding the status of the implementation of the recommendations
formulated under division (B)(1) of this section.
(4) During its fourth year of operation, conduct activities
ensuring the continued implementation and, if applicable, the
enforcement of the recommendations formulated under division
(B)(1) of this section. The commission shall issue a report to the
general assembly at the end of its fourth year of operation
regarding the status of the implementation of the recommendations
formulated under division (B)(1) of this section.
(C) After the issuance of its report under division (B)(4) of
this section, the commission shall cease to exist.
Section 2. Section 5101.345 of the Revised Code is hereby
repealed effective the first day of the forty-ninth month after
the effective date of this act.
