A BILL
To create the Water Access To Every Residence Task
Force.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) There is hereby created the Water Access To
Every Residence Task Force consisting of the following eight
members:
(1) The Director of the Governor's Office of Appalachia who
shall be the chairperson of the Task Force;
(2) A representative of the County Commissioners Association
of Ohio appointed by the Association;
(3) A representative of the Ohio Townships Association
appointed by the Association;
(4) A representative of the Ohio Farm Bureau Federation
appointed by the Federation;
(5) A representative of the Ohio Rural Water Association
appointed by the Association;
(6) A representative of the Ohio Small Communities
Environmental Infrastructure Group appointed by the Governor;
(7) A member of the House of Representatives appointed by the
Speaker of the House of Representatives;
(8) A member of the Senate appointed by the President of the
Senate.
(B) Members of the Task Force shall be appointed not later
than fifteen days after the effective date of this section. Not
more than four members of the Task Force shall be members of the
same political party. Members of the Task Force shall serve
without compensation.
(C) The Task Force shall meet at least once per month. The
Department of Development shall provide the Task Force with a
meeting room and with administrative assistance that the Task
Force needs to perform its duties.
(D) Serving as a member of the Task Force does not constitute
holding a public office or position of employment under the laws
of this state and does not constitute grounds for removal of
public officers or employees from their offices or positions of
employment.
(E) The Task Force shall identify residential communities and
geographic areas of Ohio in which potable drinking water is not
readily accessible. The Task Force shall develop strategies for
providing access to potable drinking water, including strategies
for financing drinking water projects.
(F) Not later than one year after the effective date of this
section, the Task Force shall issue a report to the General
Assembly of its findings and recommendations regarding strategies
for providing access to potable drinking water in Ohio. Upon
submission of the report, the Task Force shall cease to exist.
