A BILL
To amend section 4503.41 of the Revised Code to allow
a veteran with a service-connected disability of
less than 100 per cent to apply for disabled
veteran license plates upon payment of one-half of
the applicable fees.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 4503.41 of the Revised Code be
amended to read as follows:
Sec. 4503.41. (A) Any disabled veteran who, because of a
service-connected disability, has been or is awarded funds for the
purchase of a motor vehicle under the "Disabled Veterans' and
Servicemen's Automobile Assistance Act of 1970," 84 Stat. 1998, 38
U.S.C. 1901, and amendments thereto, and any disabled veteran
having a service-connected disability rated at one hundred per
cent by the veterans' administration department of veterans
affairs, may apply to the registrar for the registration of the
disabled veteran's personal motor vehicle without the payment of
any registration fee and service fee as required by sections
4503.04, 4503.10, and 4503.102 of the Revised Code, and without
the payment of any local motor vehicle tax levied under Chapter
4504. of the Revised Code. The
(B) Any disabled veteran having a service-connected
disability rated at less than one hundred per cent by the
department of veterans affairs who meets at least one of the
criteria identified in division (A)(1) of section 4503.44 of the
Revised Code may apply to the registrar for the registration of
the disabled veteran's personal motor vehicle and issuance of
license plates under this section upon payment of one-half of the
regular license fee as prescribed under section 4503.04 of the
Revised Code, one-half of any local motor vehicle license tax
levied under Chapter 4504. of the Revised Code, one-half of any
applicable service fee for issuance of license plates, and
one-half of any applicable additional fee prescribed by section
4503.40 or 4503.42 of the Revised Code, with each fee or tax
rounded to the nearest full cent.
(C) The application for registration shall be accompanied by
such documentary evidence of disability as the registrar may
require by rule.
(D) Upon the receipt of an application for registration of a
motor vehicle under this section, and presentation of satisfactory
evidence of disability, the registrar shall issue to the applicant
a set of license plates, which shall be red, white, and blue in
color and shall, in addition to the letters and numbers ordinarily
inscribed thereon, be inscribed with the word "veteran" and
imprinted with the international wheelchair symbol. The license
plates issued under division (B) of this section shall be distinct
from license plates issued under division (A) of this section.
Section 2. That existing section 4503.41 of the Revised Code
is hereby repealed.
