A BILL
To establish state funding for job training related
or ancillary to the oil and gas industry and to
make an appropriation.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. All items in this act are hereby appropriated as
designated out of any moneys in the state treasury to the credit
of the General Services Fund Group. For all appropriations made in
this act, those in the first column are for fiscal year 2012 and
those in the second column are for fiscal year 2013. The
appropriations made in this act are in addition to any other
appropriations made for the FY 2012-FY 2013 biennium.

ADVANCED SCIENCES AND TECHNOLOGY CENTER
The foregoing appropriation items 235670, Advanced Sciences
and Technology Center - Muskingum, and 235671, Advanced Sciences
and Technology Center – Guernsey, shall be used by Zane State
College, in Muskingum and Guernsey counties respectively, for
training for jobs related to the oil and gas industry as well as
jobs that are ancillary to that industry.
An amount equal to the unexpended, unencumbered portion of
the foregoing appropriation item 235670, Advanced Sciences and
Technology Center - Muskingum, at the end of fiscal year 2012 is
hereby reappropriated to the Board of Regents for the same purpose
for fiscal year 2013.
An amount equal to the unexpended, unencumbered portion of
the foregoing appropriation item 235671, Advanced Sciences and
Technology Center - Guernsey, at the end of fiscal year 2012 is
hereby reappropriated to the Board of Regents for the same purpose
for fiscal year 2013.
Section 2. Within the limits set forth in this act, the
Director of Budget and Management shall establish accounts
indicating the source and amount of funds for each appropriation
made in this act, and shall determine the form and manner in which
appropriation accounts shall be maintained. Expenditures from
appropriations contained in this act shall be accounted for as
though made in Am. Sub. H.B. 153 of the 129th General Assembly.
The appropriations made in this act are subject to all
provisions of Am. Sub. H.B. 153 of the 129th General Assembly that
are generally applicable to such appropriations.
Section 3. This act and the items of law of which it is
composed, are not subject to the referendum because they are or
relate to an appropriation for current expenses within the meaning
of Ohio Constitution, Article II, Section 1d and, therefore, go
into immediate effect when this act becomes law.
