A BILL
To establish treatment and diversion grants, to make
a cash transfer, and to make an appropriation.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. All items in this section are hereby appropriated
as designated out of any moneys in the state treasury to the
credit of the designated fund. For all appropriations made in this
act, those in the first column are for fiscal year 2014 and those
in the second column are for fiscal year 2015. The appropriations
made in this act are in addition to any other appropriations made
for the FY 2014-FY 2015 biennium.

TREATMENT AND DIVERSION GRANTS
Of the foregoing appropriation item 335XXX, Treatment and
Diversion Grants Services, $1,500,000 in fiscal year 2015 shall be
used to provide treatment and diversion grants to alcohol, drug
addiction, and mental health services boards. These grants shall
be used to provide alternatives to prosecution or incarceration
for persons who are or may be charged with, or who are convicted
of, an offense related to the person's use or abuse of alcohol or
other drugs. Services provided under the grants may include, but
not be limited to, transportation, housing, and case management.
An alcohol, drug addiction, and mental health services board
that receives a grant under this section shall submit data
requested by the Department of Mental Health and Addiction
Services to the Department on the twenty-eighth day of each month.
The Department of Mental Health and Addiction Services shall
analyze the data submitted and prepare a report that evaluates the
effectiveness of the program. The Department of Mental Health and
Addiction Services may request any data regarding projects funded
by the grant that is necessary to evaluate the program from the
grant recipients. The Department shall submit the report to the
Speaker of the House, the President of the Senate, the House
Minority Leader, and the Senate Minority Leader.
Section 2. Upon the effective date of this section, or as
soon as possible thereafter, the Director of Budget and Management
shall transfer $1,500,000 cash from the Local Government
Innovation Fund (Fund 5KN0) to the Treatment and Diversion Grants
Fund (Fund XXXX).
Section 3. Within the limits set forth in this act, the
Director of Budget and Management shall establish accounts
indicating the source and amount of funds for each appropriation
made in this act, and shall determine the form and manner in which
appropriation accounts shall be maintained. Expenditures from
appropriations contained in this act shall be accounted for as
though made in Am. Sub. H.B. 59 of the 130th General Assembly.
The appropriations made in this act are subject to all
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that
are generally applicable to such appropriations.
