A BILL
To require the State Board of Education to establish
criteria and procedures for the awarding of
bullying prevention and education funds to school
districts and to make an appropriation.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. Money may be distributed to a school district
under Section 2 of this act only upon the approval of an
application submitted by the district. The State Board of
Education shall prescribe an application form and establish
criteria for the awarding of funds and procedures for the
consideration and approval of applications.
Section 2. All items in this section are hereby appropriated
as designated out of any moneys in the state treasury to the
credit of the designated fund. For all appropriations made in this
act, those in the first column are for fiscal year 2014 and those
in the second column are for fiscal year 2015. The appropriations
made in this act are in addition to any other appropriations made
for the FY 2014-FY 2015 biennium.

BULLYING PREVENTION GRANTS
The foregoing appropriation item 200596, Bullying Prevention
Grants, shall be used to distribute funds awarded under the School
Bullying Prevention and Education Grant Program, which is hereby
established. This program shall award grants in accordance with
Sections 1 and 2 of this act to school districts for bullying
prevention and education programs designed specifically for middle
school students. Upon approval of an application, the funds shall
be distributed based on school district enrollment as follows: (1)
up to $1,000 to a district with fewer than 1,000 enrolled
students, (2) up to $2,000 to a district with between 1,000 and
2,000 enrolled students, (3) up to $5,000 to a district with
greater than 2,000 but fewer than 10,000 enrolled students, and
(4) up to $10,000 to a district with 10,000 or more enrolled
students.
Section 3. The Superintendent of Public Instruction shall
certify to the Director of Budget and Management the aggregate
amount of the grants awarded under Section 2 of this act. Upon
receiving certification, the Director of Budget and Management
shall transfer cash in the amount certified from the Budget
Stabilization Fund to the General Revenue Fund.
Section 4. Within the limits set forth in this act, the
Director of Budget and Management shall establish accounts
indicating the source and amount of funds for each appropriation
made in this act, and shall determine the form and manner in which
appropriation accounts shall be maintained. Expenditures from
appropriations contained in this act shall be accounted for as
though made in Am. Sub. H.B. 59 of the 130th General Assembly.
The appropriations made in this act are subject to all
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that
are generally applicable to such appropriations.
