A CONCURRENT RESOLUTION
| To request the President of the United States to
create a National Commission on Fatherhood.
|
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO (THE SENATE CONCURRING):
WHEREAS, Eighty per cent of American children born during the
post-World War II baby boom could expect to grow up with
biological parents who were married to one another; and |
WHEREAS, Today, only fifty per cent of American children will
spend their childhoods in intact families; and |
WHEREAS, Thirty-four per cent of children live without their
biological fathers; and |
WHEREAS, Twenty-seven per cent of children live in single
parent households; and |
WHEREAS, Forty per cent of children living without their
biological fathers have not seen their fathers during the past
year; and |
WHEREAS, Fifty per cent of children living without their
biological fathers have not visited their fathers' homes; and |
WHEREAS, In 2006, approximately twenty-six per cent of
households in Ohio were headed by single parents with minor
children; and |
WHEREAS, In 2006, approximately forty per cent of newborns
born in Ohio were born to unmarried parents; and |
WHEREAS, Divorce, and nonmarital childbearing, are
commonplace in the United States and dramatically alter children's
lives; and |
WHEREAS, Children living without their biological fathers are
two to three times more likely than their peers living with
married, biological, or adoptive parents to live in low-income
homes; use drugs; experience health, educational, emotional, and
behavioral problems; be victims of child abuse; and engage in
criminal behavior; and |
WHEREAS, The Ohio Commission on Fatherhood and numerous
additional groups have been established to address fatherhood; and |
WHEREAS, The issues discussed herein are so pervasive in the
United States that the issue of fatherhood should be addressed by
the federal government; now therefore be it |
RESOLVED, That the General Assembly of the State of Ohio
respectfully requests the President of the United States to create
a National Commission on Fatherhood; and be it further |
RESOLVED, That the Clerk of the House of Representatives
transmit duly authenticated copies of this resolution to the
President of the United States, the Governor of the State of Ohio,
the members of the Ohio Commission on Fatherhood, and the news
media of Ohio. |
