Representative Mallory 

Honoring Judge Mark Philip Painter on being elected to the United Nations Appeals Tribunal.

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO:


       WHEREAS, The members of the House of Representatives of the 128th General Assembly of Ohio are pleased to extend special recognition to the Honorable Mark Philip Painter on being elected to the United Nations Appeals Tribunal; and

       WHEREAS, Known and respected throughout the State of Ohio for his integrity and ability, Mark Painter has distinguished himself as a responsible public servant and a concerned community leader. Receiving his juris doctorate from the University of Cincinnati College of Law in 1973, he worked in private practice for nine years before being appointed judge of the Hamilton County Municipal Court in 1982, and he was later elected to serve on the bench of the Ohio First District Court of Appeals, a post he has held since 1995. An outstanding scholar, his opinions have often been cited as precedent in legal encyclopedias, law reviews, and other cases, and he is the author of such noteworthy books as Ohio Driving Under the Influence Law, The Legal Writer: 30 Rules for the Art of Legal Writing, and Write Well, as well as a monthly column for Lawyers USA; and

       WHEREAS, Also an adjunct professor at the U.C. College of Law since 1990 and a master of the bench emeritus of the Potter Stewart Inn of Court, Mark Painter was one of two-hundred thirty-seven people who applied to serve on the United Nations Appeals Tribunal and was among only forty-one candidates who were invited for interviews. Designed to carry the administration of justice at the United Nations, the U.N. Appeals Tribunal was created as part of a two-tiered formal judicial system that also includes the United Nations Dispute Tribunal, and it is composed of seven inviduals who will sit on panels of at least three member at a time. Being one of the first judges elected to this prestigious post is a true testament to the esteem in which Mark Painter is held by his colleagues and associates; and

       WHEREAS, Throughout his many years of distinguished service on the bench Mark Painter has demonstrated an unwavering dedication to performing his duties and fulfilling his responsibilities with the utmost efficiency and competence. Giving willingly of his time, energy, and abilities far beyond what was required or expected, he has displayed a genuine commitment to achieving the goals of the court in a skillful and professional manner. His keen knowledge of the law and his devotion to the legal profession have been vital factors in his success, and he has brought to the bench dignity and determination, tempered with wisdom and understanding; therefore be it

       RESOLVED, That we, the members of the House of Representatives of the 128th General Assembly of Ohio, in adopting this Resolution, congratulate Judge Mark Philip Painter on being elected to the United Nations Appeals Tribunal and extend best wishes for the future; and be it further

       RESOLVED, That the Clerk of the House of Representatives transmit a duly authenticated copy of this Resolution to the Honorable Mark Philip Painter.
