A RESOLUTION



Senator Kearney 

Recognizing the Honorable Thomas F. Phalen, Jr. on his retirement.
       WHEREAS,  The members of the Senate of the 128th General Assembly of Ohio are pleased to congratulate the Honorable Thomas F. Phalen, Jr., on the auspicious occasion of his retirement as a United States Administrative Law Judge; and

       WHEREAS,  Known and respected throughout the community for his integrity and ability, Thomas Phalen has distinguished himself as a responsible public servant and a concerned community leader. Throughout fourteen years of exemplary service on the federal bench, he has demonstrated an unwavering dedication to performing his duties and fulfilling his responsibilities with the utmost efficiency and competence. Selected as a U.S. Social Security Administration Judge in 1995, he became a U.S. Department of Labor Judge in 1996, and he has displayed a genuine commitment to achieving the goals of the court in a skillful and professional manner; and

       WHEREAS,  Thomas Phalen's keen knowledge of the law and his unfaltering devotion to the legal profession have been vital factors in his success. Previously representing numerous labor organizations in private practice, he has been active with the Hamilton County Central Committee, the University of Cincinnati Board of Trustees, the Committee on the Development of the Law Under the National Labor Relations Act, the Ohio State and Cincinnati bar association's labor and employment law sections, Pleasant Ridge Community Council, and Nativity Church, and he has brought to the bench dignity and determination, tempered with wisdom and understanding; and

       WHEREAS,  A U.S. Air Force veteran of the Vietnam War and the author of various publications, Thomas Phalen has earned the esteem and admiration of his colleagues and associates, as well as of the community he has so capably served. As he retires, he has the satisfaction of knowing that he has provided a vital service to the public and has established a record of achievement worthy of emulation; therefore be it

       RESOLVED,  That we, the members of the Senate of the 128th General Assembly of Ohio, in adopting this Resolution, commend the Honorable Thomas F. Phalen, Jr., on his exemplary service and extend best wishes for health and happiness in the years to come; and be it further

       RESOLVED,  That the Clerk of the Senate transmit a duly authenticated copy of this Resolution to the Honorable Thomas F. Phalen, Jr.
