A RESOLUTION

Honoring Robert M. Chiaramonte for his contributions to the Ohio State Highway Patrol.
       WHEREAS,  The members of the House of Representatives of the 129th General Assembly of Ohio are pleased to extend special recognition to Robert M. Chiaramonte for his service as a former superintendent of the Ohio State Highway Patrol; and

       WHEREAS,  Robert Chiaramonte is deserving of high praise for his exemplary contributions to the State of Ohio. A 1942 graduate of the Ohio State Highway Patrol Academy, he served as a member of the U.S. Coast Guard during World War II before returning to the patrol, and he advanced through assignments at posts and at the academy. Transferred to the personnel section at General Headquarters, he developed the employee performance appraisal system that was used from 1958 to 1998, and after a year as assistant superintendent, he was appointed superintendent in 1965. During his tenure in this role, he became known as the "father of the modern highway patrol" for creating a computer records system, opening academy training to all law enforcement officers, and developing and implementing programs, policies, and practices that have been institutionalized, including mandatory in-service training, psychological testing of applicants, the Drum and Bugle Corps, the Blue Max Program, and the Trooper of the Year awards, all of which brought national esteem to the agency, and he retired in 1975; and 

       WHEREAS,  Robert Chiaramonte is a remarkable individual, for he has combined civic concern and commitment with selfless initiative to become a dynamic leader in our state. After his retirement, he served short stints as director of the Ohio Crime and Ohio Lottery commissions and the Ohio Department of Highway Safety before retiring again in 1980. Through his unwavering dedication to excellence, he has certainly distinguished himself as a conscientious and hard-working Ohioan, and we applaud him on his fine efforts; and

       WHEREAS,  Robert Chiaramonte's exceptional record of personal and professional achievement stands as a hallmark worthy of emulation, and he has inspired countless people to excel in various areas of endeavor. The respect and admiration he has earned throughout his life are clearly evident, and his accomplishments are a justifiable source of pride and an outstanding reflection not only on him but also on his family and his community; therefore be it

       RESOLVED,  That we, the members of the House of Representatives of the 129th General Assembly of Ohio, in adopting this Resolution, commend Robert M. Chiaramonte on his invaluable contributions to the Ohio State Highway Patrol and salute him as one of Ohio's finest citizens; and be it further

       RESOLVED,  That the Clerk of the House of Representatives transmit a duly authenticated copy of this Resolution to Robert M. Chiaramonte.
