Honoring Richard H. Collins on the dedication of the Findlay Post of the Ohio State Highway Patrol in his name.
       WHEREAS,  The members of the House of Representatives of the 129th General Assembly of Ohio are pleased to congratulate Richard H. Collins on the dedication of the Findlay Post of the Ohio State Highway Patrol in his honor, November 16, 2012; and

       WHEREAS,  Richard Collins is deserving of high praise for his exemplary contributions to the Ohio State Highway Patrol. Commencing his thirty-one-year career as a cadet dispatcher at the Marion Post in 1978 and graduating from the academy in 1980, he served in such roles as a trooper with the Mansfield and Marion posts, assistant commander of the Piqua Post, commander of the Findlay Post, a staff lieutenant at the General Headquarters in the Office of Field Operations, assistant commander of the Bucyrus District Headquarters, and commander of the Findlay District before becoming superintendent for two years, and during his tenure, he advanced to the rank of colonel and received several honors and awards; and 

       WHEREAS,  Richard Collins is a remarkable individual, for he has combined civic concern and commitment with selfless initiative to become a dynamic leader in our state. Since his retirement, he has served as a sergeant-at-arms for the speaker of the Ohio House of Representatives, and he has been active with the Ohio State Highway Patrol Retirees Association and Trooper to Trooper. Through his unwavering dedication to excellence, he has certainly distinguished himself as a conscientious and hard-working Ohioan, and we applaud him on his tremendous efforts; and

       WHEREAS,  Richard Collins' exceptional record of personal and professional achievement stands as a hallmark worthy of emulation, and he has inspired countless people to excel in various areas of endeavor. The respect and admiration he has earned throughout his life are clearly evident, and his accomplishments are a justifiable source of pride and an outstanding reflection not only on him but also on his family and his community; therefore be it

       RESOLVED,  That we, the members of the House of Representatives of the 129th General Assembly of Ohio, in adopting this Resolution, commend Richard H. Collins on his invaluable contributions to the Ohio State Highway Patrol and salute him as one of Ohio's finest citizens; and be it further

       RESOLVED,  That the Clerk of the House of Representatives transmit a duly authenticated copy of this Resolution to Richard H. Collins.
