A CONCURRENT RESOLUTION
To strongly urge the Federal Aviation Administration to consider immediately adding additional qualified unmanned aircraft systems research and test sites to the six chosen research and test sites.


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


        WHEREAS, On December 30, 2013, the Federal Aviation Administration announced that the states of Alaska, Nevada, New York, North Dakota, Texas, and Virginia will host sites for the research and testing of unmanned aircraft systems in anticipation of future widespread operation of such aircraft systems in this country; and

        WHEREAS, Ohio and Indiana jointly submitted an application to host a site and the application met the stated criteria that was utilized by the Federal Aviation Administration in selecting the sites, including geography, climate, location of ground infrastructure, research needs, airspace use, safety, aviation experience, and risk; and

       WHEREAS, Of the six research and test sites selected by the Federal Aviation Administration, none are located in the midwestern part of this country; rather, four are located in the western part of this country and two are located in the eastern part of this country; and

       WHEREAS, The Federal Aviation Administration has yet to disclose the specific findings that resulted from its decision-making process on this matter, and, until it does so, legitimate questions linger as to how and why the Federal Aviation Administration arrived at its final decision; now therefore be it

        RESOLVED, That the Federal Aviation Administration is strongly urged to evaluate immediately all of the applications that were submitted for consideration but were not selected and to consider adding additional unmanned aircraft systems research and test sites that are qualified and bring value to the mission of integrating unmanned aircraft systems into the national airspace; and be it further

        RESOLVED, That the Clerk of the House of Representatives transmit duly authenticated copies of this resolution to the President of the United States, the President Pro Tempore and Secretary of the United States Senate, the Speaker and the Clerk of the United States House of Representatives, the Administrator of the Federal Aviation Administration, the members of the Ohio Congressional delegation, and to the news media of Ohio.
