A RESOLUTION
Honoring Kelsey Higgins as the 2013 Ohio Rose.

       WHEREAS, The members of the Senate of the 130th General Assembly of Ohio are pleased to congratulate Kelsey Higgins on being named the 2013 Ohio Rose; and

       WHEREAS, Known and admired throughout the community as a charming individual, Kelsey Higgins represents other youth throughout the area who have established high personal goals and have striven to reach their potential. A senior at Ohio University, where she is active with her sorority, Student Senate, and the Irish Dance Club, of which she is a co-founder, she is a facility assistant at the university's recreation center, a teacher of Irish dance, and a fashion stylist, and she has been involved with Locks of Love. Indeed, her selection as this year's Ohio Rose is a fitting tribute to her for the enthusiasm and initiative that she has demonstrated in all her endeavors; and

       WHEREAS, Proud and confident in her approach to life, Kelsey Higgins derives extra energy from her many accomplishments. It is through the unsurpassed efforts and consistent support of conscientious citizens such as she that the State of Ohio has grown and prospered and has promoted the cultural heritage and diversity of its residents. Indeed, her amiable style will carry her far beyond this event and will be of great value to her throughout her lifetime, and we applaud her on her tremendous efforts; and

       WHEREAS, The achievements of Kelsey Higgins are a justifiable source of pride not only for her family and friends but also for the entire community. She has shown a sincere desire to fully develop her talents so that she might fulfill her goals in the future, and this, coupled with her maturity and initiative, shows her potential to become one of tomorrow's leaders; therefore be it

       RESOLVED, That we, the members of the Senate of the 130th General Assembly of Ohio, in adopting this Resolution, commend Kelsey Higgins on her recent honor and salute her as one of Ohio's finest young citizens; and be it further

       RESOLVED, That the Clerk of the Senate transmit a duly authenticated copy of this Resolution to Kelsey Higgins.
