A BILL
To enact section 3345.36 of the Revised Code to require each state institution of higher education to develop a plan for responding to threats or acts of violence on campus.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 3345.36 of the Revised Code be enacted to read as follows:
Sec. 3345.36. (A) As used in this section, "state institution of higher education" has the same meaning as in section 3345.011 of the Revised Code.
(B) Each state institution of higher education, in consultation with law enforcement personnel and other emergency response personnel, shall develop a comprehensive plan, or reevaluate and update an existing plan, for responding to serious threats or emergencies on campus involving a person possessing a deadly weapon or dangerous ordnance, as defined in section 2923.11 of the Revised Code, or other act of violence. The plan shall include the following:
(1) Procedures for notifying appropriate law enforcement personnel and other emergency response personnel;
(2) Procedures for providing information about the threats or emergencies to students and employees in a timely and efficient manner.
(C) Each institution shall submit its plan to the chancellor of the Ohio board of regents for informational purposes prior to the institution's first term of the 2007-2008 academic year. The institution shall update its plan as necessary to reflect changing campus conditions and shall submit the updated plan to the chancellor in a timely manner.
