A BILL
To create the Ohio Foster Care Oversight Committee to produce recommendations relating to the reform of Ohio's foster care system.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) There is hereby created the Ohio Foster Care Oversight Committee, which shall focus on reforming Ohio's foster care system.
(B)(1) The Committee shall consist of four members of the general assembly and other professionals or interested parties. The Speaker of the House of Representatives shall appoint two members of the House of Representatives, not more than one of whom is a member of the same political party, and the President of the Senate shall appoint two members of the Senate, not more than one of whom is a member of the same political party. The Speaker of the House of Representatives and the President of the Senate shall appoint the general assembly members not later than thirty days after the effective date of this act.
(2) The general assembly members appointed under division (B)(1) of this section shall appoint, by majority vote, other professionals or interested parties to the Committee not later than thirty days after being appointed to the Committee by the Speaker of the House of Representatives or President of the Senate.
(3) The Committee shall elect a chairperson from among its members.
(4) A simple majority of the members of the Committee constitutes a quorum, and the Committee may then take official action on the business of the Committee.
(5) Members of the Committee shall not be compensated.
(C) The Committee shall do all of the following:
(1) Meet at the call of its chairperson, and as often as necessary, to carry out its official duties;
(2) Establish the goals and policies of the Committee, which shall include making recommendations related to reforming Ohio's foster care system;
(3) Not later than one year and two months after the effective date of this act, submit a report to the general assembly, Governor, and other relevant entities, that summarizes the recommendations of the Committee related to reforming Ohio's foster care system.
(D) The Department of Job and Family Services shall provide any meeting space and clerical assistance the committee requires.
(E) Sections 101.82 to 101.87 of the Revised Code do not apply to the Committee, and the Committee shall cease to exist upon submission of the report under division (C)(3) of this section.
