A BILL
To formally state the intention of the 127th General Assembly to deliberate on how to improve the provision of, and payment for, health care services in Ohio in a manner that promotes Ohio's economic development and to revise the laws of this state to achieve improvements in these matters.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) In its efforts to promote the health, productivity, and well-being of the citizens of this state and in recognition of the importance of affordable and accessible health care to Ohio's economic development, the 127th General Assembly formally states its intention to do both of the following:
(1) Deliberate on how to improve the provision of, and payment for, health care services in Ohio in a manner that promotes Ohio's economic development;
(2) Revise the laws of this state to achieve improvements in the matters described in division (A)(1) of this section.
(B) In its deliberations described in division (A)(1) of this section, the General Assembly may review the following:
(1) The feasibility of incorporating "prevention first" models in state and local health policy;
(2) The potential savings of reorganizing or streamlining health care services;
(3) The initiatives that could be undertaken to do all of the following:
(a) Assist businesses with providing affordable health care benefits to employees;
(b) Remove bureaucratic barriers for state and local agencies that share information for the purpose of providing or paying for health care services without undermining the privacy rights of individuals;
(c) Promote physical education standards for children and wellness measures for all citizens.
(4) Any other matters the General Assembly considers relevant to achieving improvements in how health care services are provided and paid for in Ohio.
