A BILL
To enact section 5101.90 of the Revised Code to create the Ohio Department of Job and Family Services Oversight Commission.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 5101.90 of the Revised Code be enacted to read as follows:
Sec. 5101.90.  (A) There is hereby created the Ohio department of job and family services oversight commission. The commission shall annually review the management practices, financial oversight practices, and focus of the Ohio department of job and family services.
(B) The commission shall consist of the following members, each with the authority to vote on matters before the commission:
(1) Two members of the senate: one appointed by the president of the senate from the majority party and one appointed by the minority leader of the senate from the minority party;
(2) Two members of the house of representatives: one appointed by the speaker of the house of representatives from the majority party and one appointed by the minority leader of the house of representatives from the minority party;
(3) Two members of the business community: one appointed by the president of the senate who shall be a certified public accountant and one appointed by the speaker of the house of representatives;
(4) One member who receives services from the department of job and family services, appointed by the minority leader of the senate.
Initial members shall be appointed not later than ninety days after the effective date of this section. Members may be reappointed. Vacancies shall be filled in the manner provided for original appointments. They shall be filled not later than ninety days after a vacancy occurs. Any member appointed to fill a vacancy occurring prior to the expiration date of the term for which the member's predecessor was appointed shall hold office as a member for the remainder of that term. A member shall continue in office subsequent to the expiration date of the member's term until a successor takes office or until a period of sixty days has elapsed, whichever comes first.
Terms of office shall be two years, with each term ending on the same day of the same month as did the term it succeeds.
The members of the commission shall annually elect a chairperson.
(C) Members shall receive no compensation, but may be reimbursed for actual and necessary expenses incurred in performance of official duties.
(D) Not later than the first day of January of each odd-numbered year, the commission shall submit to the general assembly a written report of its review of the department.
(E) The commission shall cease to exist six years after the effective date of this section.
