A BILL
To enact section 6301.11 of the Revised Code to create the Workforce Development Intermediary Committee.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1.  That section 6301.11 of the Revised Code be enacted to read as follows:
Sec. 6301.11.  (A) There is hereby created the workforce development intermediary committee.
(B) The committee shall consist of all of the following members:
(1) The director of job and family services, or the director's designee;
(2) The superintendent of public instruction, or the superintendent's designee;
(3) The chancellor of the Ohio board of regents, or the chancellor's designee;
(4) The director of development, or the director's designee;
(5) One human resource representative from each type of major industry in the state, appointed by the director of development.
(C) The committee shall do all of the following:
(1) Coordinate between education systems, workforce systems, and economic development programs to enable the state to maximize the use of funding spent on workforce development programs and services and to align strategies of workforce development;
(2) Regularly review local area performance and interview job seekers to determine best practices and to encourage system improvement;
(3) Review all complaints received from job seekers and businesses and submit any complaints the committee determines to be valid to the regional office of the United States department of labor or other appropriate agency.
(D) The members of the committee appointed by the director of development pursuant to division (B)(5) of this section shall serve at the pleasure of the director. The director of development shall determine how to categorize the types of industries in the state described in that division and shall determine which industries in the state shall be represented on the committee.
(E) The director of job and family services, or the director's designee, shall serve as chairperson of the committee. The committee shall meet at the call of the chair. A majority of the members constitutes a quorum.
(F) Members shall serve without compensation, except to the extent that serving on the committee is part of their regular employment duties.
(G) The director of job and family services shall provide staff and other administrative support for the committee to carry out its duties.
