A BILL
To enact section 122.043 of the Revised Code to require the Director of Development to establish a youth summer jobs pledging initiative to increase access to summer employment opportunities for high school and college youth.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 122.043 of the Revised Code be enacted to read as follows:
Sec. 122.043.  (A) The director of development shall establish a youth summer jobs pledging initiative to increase access to summer employment opportunities for high school and college youth in this state. The director shall adopt, and thereafter may amend or rescind, rules under Chapter 119. of the Revised Code to establish, and to operate, maintain, and improve, the initiative. The rules shall provide for all of the following:
(1) The department of development to identify and compile pledges, not later than the last day of February in each year, of employment opportunities that will be available to high school and college youth during the following summer;
(2) The establishment of a searchable summer employment opportunity database on the department's public internet web site in which the department shall post all of the summer employment opportunity information that it compiles, including contact information for the potential employers, and which high school and college youth may access to identify summer employment opportunities;
(3) The department of development to publicize the availability of the summer employment opportunity database in a manner that targets high school and college youth in this state; and
(4) An anonymous form to appear on the web site, when youth access the summer employment opportunity database, encouraging them to answer the question, "What do you dream about doing with your first paycheck?"
(B) The department of development shall compile the answers submitted through its web site under division (A)(4) of this section into an annual report. Not later than the thirty-first day of December of each year, the department shall submit a copy of the compiled report to the president and minority leader of the senate and the speaker and minority leader of the house of representatives.
(C) The director of development shall account for the costs of operating the program established under division (A) of this section separately from the other costs incurred by the department. Not later than the thirty-first day of December in each year, the director of development shall submit a copy of the itemized accounting to the director of job and family services and request reimbursement for those costs under section 6301.03 of the Revised Code. The director of job and family services shall reimburse the director of development for costs incurred under division (A) of this section using funds made available through the "Workforce Investment Act of 1998," 112 Stat. 936, 29 U.S.C. 2801, as amended, which are reserved for youth for statewide activities, to the extent that those funds are available.
