A BILL
To enact section 3345.37 of the Revised Code to
require that employees and students at state
institutions of higher education who work with
children receive training in child abuse
prevention.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 3345.37 of the Revised Code be
enacted to read as follows:
Sec. 3345.37. (A) As used in this section, "state
institution of higher education" has the same meaning as in
section 3345.011 of the Revised Code.
(B) The board of trustees of every state institution of
higher education shall adopt or adapt the curriculum developed by
the department of education for, or shall develop in consultation
with public or private agencies or persons involved in child abuse
prevention or intervention programs, a program of in-service
training in the prevention of child abuse, violence, and substance
abuse and the promotion of positive youth development. Each person
employed by a public institution of higher education and who, as
part of the person's employment, works with children shall
complete at least four hours of the in-service training within
thirty days after the effective date of this section or within
thirty days after commencing employment with the institution,
whichever is later, and every two years thereafter.
(C) Every person enrolled as a student in a state institution
of higher education who works with children as a part of the
student's course work or employment with the institution shall
complete the training program required of the institution's
employees under division (B) of this section before beginning the
course work or employment and every two years thereafter as long
as the person continues in such course work or employment. If the
person began the course work or employment before the effective
date of this section, the person shall complete the initial
training program within thirty days after that effective date.
