A BILL
To create the Commission to Study the Sale of the State Lottery.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1.  The Commission to Study the Sale of the State Lottery shall study the value of the State Lottery for purposes of its sale or lease.
There is hereby created the Commission to Study the Sale of the State Lottery, consisting of five members. Each of the following shall appoint one member: the President of the Senate, the Minority Leader of the Senate, the Speaker of the House of Representatives, the Minority Leader of the House of Representatives, and the Governor.
All members appointed to the Commission shall be citizens of Ohio. The initial appointments shall be made within sixty days after the effective date of this section. Vacancies shall be filled in the manner provided for original appointments.
The Commission shall elect one of its members to serve as Chairperson of the Commission. Members are not entitled to compensation, but shall be reimbursed for their actual and necessary expenses incurred in the performance of their official duties.
The Commission shall retain appropriate professionals to conduct the study. The cost of retaining the professionals shall be paid from the State Lottery Fund.
The Commission shall issue a report of its findings to the President of the Senate, the Minority Leader of the Senate, the Speaker of the House of Representatives, the Minority Leader of the House of Representatives, and the Governor not later than two years after the effective date of this section. The Commission ceases to exist upon submitting its report.
