A BILL
To enact section 3711.30 of the Revised Code to require hospital reporting of neonatal abstinence syndrome.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 3711.30 of the Revised Code be enacted to read as follows:
Sec. 3711.30.  (A)(1) In accordance with rules adopted by the director of health, each maternity unit, newborn care nursery, and maternity home shall report to the department of health the number of newborns born to residents of this state in the unit, nursery, or home during the preceding calendar quarter that were diagnosed with neonatal abstinence syndrome or an other similar condition indicating the newborn's addiction to or dependence on drugs at birth.
(2) Each unit, nursery, or home shall report the information specified in division (A)(1) of this section to the department not later than thirty days after the end of each quarter.
(B) The director shall prescribe a form for reports made under this section and procedures for their submission and collection. The form shall not request or include patient-identifying information for any newborn or mother. The director may adopt rules, in accordance with Chapter 119. of the Revised Code as necessary to administer this section.
(C) The department shall compile and summarize the information submitted to the department by units, nurseries, and homes under division (A) of this section. The department shall make a report of that information available to the public not later than ninety days after the end of each calendar year.
