A BILL
To require the Ohio Development Services Agency to
develop the Lakefront Ohio Economic Development
and Tourism Plan for counties bordering Lake Erie,
to require regional institutions of higher
education to jointly develop a proposal for the
use of specified types of land in the region, and
to make an appropriation.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) Not later than sixteen months after the
effective date of this section, the Ohio Development Services
Agency shall develop the Lakefront Ohio Economic Development and
Tourism Plan to increase commerce and tourism in Ohio counties
with land bordering Lake Erie. The plan shall include
recommendations for the use of the following types of land in the
region:
(2) Land currently available for commercial use;
(3) Land currently in use that has the potential to attract
increased commerce and tourism to the region.
The plan may incorporate the proposal jointly completed by
regional institutions of higher education pursuant to division (B)
of this section. The plan shall not include proposals for the
industrial use of land in the region.
(B) Regional institutions of higher education shall jointly
do both of the following:
(1) Review the types of land in the region listed in division
(A) of this section;
(2) Develop a proposal for the use of such land under the
plan. The proposal shall identify land that may be developed to
increase commerce and tourism and shall include a plan for the
economic development of such land, including recommendations for
funding.
Not later than twelve months after the effective date of this
section, the regional institutions of higher education shall
jointly submit the proposal developed pursuant to this division to
the Ohio Development Services Agency.
(C) Upon the submission of the institutions' proposal
pursuant to division (B) of this section, the Ohio Development
Services Agency shall develop the Lakefront Ohio Economic
Development and Tourism Plan. Upon the completion of the plan, the
agency shall then submit the plan to the Office of TourismOhio,
JobsOhio, and the mayor and county commissioner, or the
equivalent, of each Ohio county with land bordering Lake Erie.
(D) As used in this section, "regional institutions of higher
education" are institutions of higher education with main or
branch campuses located in an Ohio county that borders Lake Erie,
including all of the following:
(1) Bowling Green State University branch campus at the
Firelands;
(2) Case Western Reserve University;
(3) Cleveland State University;
(4) Cuyahoga Community College;
(5) Lakeland Community College;
(6) Lorain County Community College;
(7) University of Toledo;
(8) Youngstown State University.
Section 2. All items in this section are hereby appropriated
as designated out of any moneys in the state treasury to the
credit of the designated fund. For all appropriations made in this
act, those in the first column are for fiscal year 2014 and those
in the second column are for fiscal year 2015. The appropriations
made in this act are in addition to any other appropriations made
for the FY 2014-FY 2015 biennium.

The foregoing appropriation item 195XXX, Lakefront Ohio Plan,
shall be used to develop the economic development and tourism plan
described in Section 1 of this act. Of the foregoing
appropriation, $375,000 shall be distributed to each of the
following institutions of higher education: Bowling Green State
University-Firelands, Case Western Reserve University, Cleveland
State University, Cuyahoga Community College, Lakeland Community
College, Lorain County Community College, University of Toledo,
and Youngstown State University.
Section 3. Within the limits set forth in this act, the
Director of Budget and Management shall establish accounts
indicating the source and amount of funds for each appropriation
made in this act, and shall determine the form and manner in which
appropriation accounts shall be maintained. Expenditures from
appropriations contained in this act shall be accounted for as
though made in Am. Sub. H.B. 59 of the 130th General Assembly.
The appropriations made in this act are subject to all
provisions of Am. Sub. H.B. 59 of the 130th General Assembly that
are generally applicable to such appropriations.
