A BILL
To establish a committee to study the effectiveness of community schools and community school regulations.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1.  (A) There is hereby created a committee that shall study the effectiveness of community schools and community school regulations.
(B)(1) The committee shall consist of the following members:
(a) The Superintendent of Public Instruction or the Superintendent's designee;
(b) A superintendent of a rural school district, appointed by the Governor in accordance with division (B)(2) of this section;
(c) A superintendent of an urban school district, appointed by the Governor in accordance with division (B)(2) of this section;
(d) A treasurer who is employed in a rural school district, appointed by the Governor in accordance with division (B)(2) of this section;
(e) A treasurer who is employed in an urban school district, appointed by the Governor in accordance with division (B)(2) of this section;
(f) Three teachers who are employed in school districts, appointed by the Superintendent in accordance with division (B)(3) of this section;
(g) Two community school sponsors, as that term is defined in section 3314.02 of the Revised Code, appointed by the President of the Senate and the Speaker of the House of Representatives;
(h) Two community school operators, as that term is defined in section 3314.02 of the Revised Code, appointed by the President of the Senate and the Speaker of the House of Representatives;
(i) A community school fiscal officer designated under section 3314.011 of the Revised Code, appointed by the Governor;
(j) A representative of the Thomas B. Fordham Foundation, appointed by the Governor;
(k) A teacher who is employed by a community school, appointed by the Superintendent;
(l) The chairpersons and ranking minority members of the Education Committees of the Senate and House of Representatives.
(2) The President of the Senate and the Speaker of the House of Representatives shall provide the Governor with lists of individuals that they recommend for appointment to the committee under each of divisions (B)(1)(b), (c), (d), and (e) of this section. The Governor shall appoint individuals under each of those divisions from the list of individuals recommended by the President and the Speaker for appointment under that division.
(3) The Ohio Education Association and the Ohio Federation of Teachers shall provide the Superintendent with a list of recommendations of individuals to appoint to the committee under division (B)(1)(f) of this section. The Governor shall appoint individuals under that division from the list of individuals recommended by the Ohio Education Association and the Ohio Federation of Teachers for appointment under that division.
(C) The committee shall issue its findings in a report to the General Assembly, in accordance with section 101.68 of the Revised Code, and the Governor not later than one year after the effective date of this section.
