A BILL
To amend sections 101.27, 141.011, 141.04, 325.03, 325.04, 325.06, 325.08, 325.09, 325.10, 325.11, 325.14, 325.15, 325.18, 505.24, 507.09, and 3501.12 and to enact sections 195.01, 195.02, 195.03, 195.04, 195.05, and 195.06 of the Revised Code and to amend Section 307.10 of Am. Sub. H.B. 59 of the 130th General Assembly to reinstate the cost of living adjustment for members of the General Assembly and statewide elected executive officers; to increase the compensation of justices and judges of the courts, county elected officials, township trustees and fiscal officers, and board of elections members and to reinstate the annual cost of living adjustment to their compensation; to reduce the number of population classifications used to determine the compensation of county elected officials; to create the Ohio Public Officials Compensation Advisory Commission; and to make appropriations.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1.  That sections 101.27, 141.011, 141.04, 325.03, 325.04, 325.06, 325.08, 325.09, 325.10, 325.11, 325.14, 325.15, 325.18, 505.24, 507.09, and 3501.12 be amended and sections 195.01, 195.02, 195.03, 195.04, 195.05, and 195.06 of the Revised Code be enacted to read as follows:
Sec. 101.27.  (A)(1) Every member of the senate, except the members elected president, president pro tempore, assistant president pro tempore majority floor leader, majority whip, minority leader, assistant minority leader, minority whip, and assistant minority whip, shall receive as compensation a salary of fifty-one sixty thousand six five hundred seventy-four eighty-three dollars and seventy cents a year during the senator's term of office. Every member of the house of representatives, except the members elected speaker, speaker pro tempore, majority floor leader, assistant majority floor leader, majority whip, assistant majority whip, minority leader, assistant minority leader, minority whip, and assistant minority whip, shall receive as compensation a salary of fifty-one sixty thousand six five hundred seventy-four eighty-three dollars and seventy cents a year during the representative's term of office. Such salaries shall be paid in equal monthly installments during such term. All monthly payments shall be made on or before the fifth day of each month. Upon the death of any member of the general assembly during the member's term of office, any unpaid salary due such member for the remainder of the member's term shall be paid to the member's surviving spouse, children, mother, or father, in the order in which the relationship is set forth in this section in monthly installments.
(2) Each member shall receive a travel reimbursement per mile each way, at the same mileage rate allowed for the reimbursement of travel expenses of state agents as provided by rule of the director of budget and management pursuant to division (B) of section 126.31 of the Revised Code, for mileage not more than once a week during the session for travel incurred by a member from and to the member's place of residence, by the most direct highway route of public travel to and from the seat of government, to be paid quarterly on the last day of March, June, September, and December of each year.
(3) The member of the senate elected president and the member of the house of representatives elected speaker shall each receive as compensation a salary of eighty ninety-four thousand five four hundred forty-nine thirty-seven dollars and thirty-six cents a year during the president's or speaker's term of office.
The member of the senate elected president pro tempore, the member of the senate elected minority leader, the member of the house of representatives elected speaker pro tempore, and the member of the house of representatives elected minority leader shall each receive as compensation a salary of seventy-three eighty-six thousand four one hundred ninety-three sixty-four dollars and seventy-six cents a year during the member's term of office. The member of the house of representatives elected majority floor leader and the member of the senate elected assistant president pro tempore majority floor leader shall each receive as compensation a salary of sixty-nine eighty-one thousand two one hundred twenty-seven sixty-three dollars and twenty-one cents a year during the member's term of office. The member of the senate elected assistant minority leader and the member of the house of representatives elected assistant minority leader shall each receive as compensation a salary of sixty-seven seventy-eight thousand ninety-nine six hundred sixty-eight dollars and thirty cents a year during the member's term of office. The member of the senate elected majority whip and the member of the house of representatives elected assistant majority floor leader shall each receive a salary of sixty-four seventy-six thousand nine one hundred sixty-seven sixty-eight dollars and sixty-nine cents a year during the member's term of office. The member of the senate elected minority whip, the member of the house of representatives elected majority whip, and the member of the house of representatives elected minority whip shall each receive as compensation a salary of sixty seventy-one thousand seven one hundred six seventy-three dollars a year during the member's term of office. The member of the house of representatives elected assistant majority whip shall receive as compensation a salary of fifty-six sixty-six thousand four one hundred forty-three seventy-four dollars and ninety-seven cents a year during the member's term of office. The member of the house of representatives elected assistant minority whip and the member of the senate elected assistant minority whip shall each receive a salary of fifty-four sixty-three thousand sixty three hundred eighty-one dollars and nine cents a year during the member's term of office.
(4) The chairperson of the finance committee of each house shall receive an additional sum of ten thousand dollars annually. The chairperson of each standing committee of each house other than the finance committee shall receive an additional sum of six thousand five hundred dollars annually. The chairperson of each standing subcommittee of a finance committee shall receive an additional sum of six thousand five hundred dollars annually. The vice-chairperson of the finance committee of each house shall receive an additional sum of five thousand five hundred dollars annually. The ranking minority member of the finance committee of each house shall receive an additional sum of six thousand five hundred dollars annually. The ranking minority member of each standing subcommittee of a finance committee shall receive an additional sum of five thousand dollars annually. The chairperson of each standing subcommittee of each house other than a standing subcommittee of the finance committee shall receive an additional sum of five thousand dollars annually. The vice-chairperson and ranking minority member of each standing committee of each house other than the finance committee shall each receive an additional sum of five thousand dollars annually. Except for the ranking minority member of each standing subcommittee of a finance committee, the ranking minority member of each standing subcommittee of each house shall receive an additional sum of two thousand five hundred dollars annually.
No member may receive more than one additional sum for serving as chairperson, vice-chairperson, or ranking minority member of a standing committee or standing subcommittee, regardless of the number of standing committees or standing subcommittees on which the member serves as chairperson, vice-chairperson, or ranking minority member.
(5) If a member is absent without leave, or is not excused on the member's return, there shall be deducted from the member's compensation twenty dollars for each day's absence.
(B) Each calendar year from 2002 through 2008 2017 through 2023, the salary amounts under divisions (A)(1) and (3) of this section in the immediately preceding calendar year shall be increased by the lesser of the following:
(1) Three per cent;
(2) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding year, rounded to the nearest one-tenth of one per cent.
(C) As used in this section:
(1) "Consumer price index" means the consumer price index prepared by the United States bureau of labor statistics (U.S. city average for urban wage earners and clerical workers: all items, 1982-1984=100), or, if that index is no longer published, a generally available comparable index.
(2) "Finance committee" means the finance committee of the senate and the finance- and appropriations committee of the house of representatives.
Sec. 141.011.  Beginning in calendar year 2001, the The annual salaries of the elective officers of the state shall be as follows rather than as prescribed by divisions (A) to (F) of section 141.01 of the Revised Code:
(A)(1) In calendar year 2001 the annual salary of the governor shall be one hundred twenty-six thousand four hundred ninety-seven dollars.
(2) In calendar years 2002 through 2006, the annual salary of the governor shall be one hundred thirty thousand two hundred ninety-two dollars.
(3)(2) In calendar year 2007, the annual salary of the governor shall be the annual salary in 2006 increased by each of the following percentages in succession:
(a) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2001, to September 30, 2002, rounded to the nearest one-tenth of one per cent;
(b) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2002, to September 30, 2003, rounded to the nearest one-tenth of one per cent;
(c) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2003, to September 30, 2004, rounded to the nearest one-tenth of one per cent;
(d) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2004, to September 30, 2005, rounded to the nearest one-tenth of one per cent;
(e) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2005, to September 30, 2006, rounded to the nearest one-tenth of one per cent.
(4) In (3) Each calendar year from 2008 and thereafter through 2016, the annual salary of the governor shall be the annual salary in 2007 increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index from October 1, 2006, to September 30, 2007, rounded to the nearest one-tenth of one per cent.
(4) Each calendar year from 2017 through 2023, the annual salary of the governor shall be the annual salary in the immediately preceding calendar year, increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding year, rounded to the nearest one-tenth of one per cent.
(B)(1) In calendar year 2001 the annual salary of the lieutenant governor shall be sixty-six thousand three hundred six dollars.
(2) In calendar years 2002 through 2006, the annual salary of the lieutenant governor shall be sixty-eight thousand two hundred ninety-five dollars.
(3)(2) In calendar year 2007, the annual salary of the lieutenant governor shall be the annual salary in 2006 increased by each of the following percentages in succession:
(a) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2001, to September 30, 2002, rounded to the nearest one-tenth of one per cent;
(b) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2002, to September 30, 2003, rounded to the nearest one-tenth of one per cent;
(c) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2003, to September 30, 2004, rounded to the nearest one-tenth of one per cent;
(d) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2004, to September 30, 2005, rounded to the nearest one-tenth of one per cent;
(e) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2005, to September 30, 2006, rounded to the nearest one-tenth of one per cent.
(4) In (3) Each calendar year from 2008 and thereafter through 2016, the annual salary of the lieutenant governor shall be the annual salary in 2007 increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index from October 1, 2006 to September 30, 2007, rounded to the nearest one-tenth of one per cent.
(4) Each calendar year from 2017 through 2023, the annual salary of the lieutenant governor shall be the annual salary in the immediately preceding calendar year, increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding year, rounded to the nearest one-tenth of one per cent.
If the governor appoints the lieutenant governor as an administrative department head, the lieutenant governor may accept the salary for that office while serving as its head in lieu of the salary for the office of lieutenant governor.
(C)(1) In calendar year 2001 the annual salary of the secretary of state, auditor of state, treasurer of state, and attorney general shall be ninety-three thousand four hundred forty-seven dollars.
(2) In calendar year 2002 the The annual salary of the secretary of state, auditor of state, treasurer of state, and attorney general shall be ninety-six one hundred nine thousand two nine hundred fifty eighty-five dollars and ninety-two cents.
(3) In each (2) Each calendar year from 2003 through 2008 2017 through 2023, the annual salary of the secretary of state, auditor of state, treasurer of state, and attorney general shall be the annual salary in the immediately preceding calendar year, increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding year, rounded to the nearest one-tenth of one per cent.
(D) Upon the death of an elected executive officer of the state listed in divisions (A) to (F) of section 141.01 of the Revised Code during that person's term of office, an amount shall be paid in accordance with section 2113.04 of the Revised Code, or to that person's estate. The amount shall equal the amount of the salary that the officer would have received during the remainder of the officer's unexpired term or an amount equal to the salary of that person's office for two years, whichever is less.
(E) As used in this section, "consumer price index" has the same meaning as in section 101.27 of the Revised Code.
Sec. 141.04.  (A) The annual salaries of the chief justice of the supreme court and of the justices and judges named in this section payable from the state treasury are as follows, rounded to the nearest fifty dollars:
(1) For the chief justice of the supreme court, the following amounts effective in the following years:
(a) Beginning January 1, 2000 2014, one hundred twenty-four fifty thousand nine eight hundred fifty dollars;
(b) Beginning January 1, 2001, one hundred twenty-eight thousand six hundred fifty dollars of 2015, 2016, 2017, and 2018, the amount of the annual salary in the immediately preceding calendar year, increased by five per cent;
(c) After 2001 Each calendar year from 2019 through 2023, the amount determined under division (E)(1) of this section.
(2) For the justices of the supreme court, the following amounts effective in the following years:
(a) Beginning January 1, 2000 2014, one hundred seventeen forty-one thousand two six hundred fifty dollars;
(b) Beginning January 1, 2001, one hundred twenty thousand seven hundred fifty dollars of 2015, 2016, 2017, and 2018, the amount of the annual salary in the immediately preceding calendar year, increased by five per cent;
(c) After 2001 Each calendar year from 2019 through 2023, the amount determined under division (E)(1) of this section.
(3) For the judges of the courts of appeals, the following amounts effective in the following years:
(a) Beginning January 1, 2000 2014, one hundred nine thirty-two thousand two hundred fifty dollars;
(b) Beginning January 1, 2001, one hundred twelve thousand five hundred fifty dollars of 2015, 2016, 2017, and 2018, the amount of the annual salary in the immediately preceding calendar year, increased by five per cent;
(c) After 2001 Each calendar year from 2019 through 2023, the amount determined under division (E)(1) of this section.
(4) For the judges of the courts of common pleas, the following amounts effective in the following years:
(a) Beginning January 1, 2000 2014, one hundred twenty-one thousand five three hundred fifty dollars, reduced by an amount equal to the annual compensation paid to that judge from the county treasury pursuant to section 141.05 of the Revised Code;
(b) Beginning January 1, 2001, one hundred three thousand five hundred dollars of 2015, 2016, 2017, and 2018, the amount of the annual salary in the immediately preceding calendar year, increased by five per cent, reduced by an amount equal to the annual compensation paid to that judge from the county treasury pursuant to section 141.05 of the Revised Code;
(c) After 2001 Each calendar year from 2019 through 2023, the aggregate annual salary amount determined under division (E)(2) of this section, reduced by an amount equal to the annual compensation paid to that judge from the county treasury pursuant to section 141.05 of the Revised Code.
(5) For the full-time judges of a municipal court or the part-time judges of a municipal court of a territory having a population of more than fifty thousand, the following amounts effective in the following years, which amounts shall be in addition to all amounts received pursuant to divisions (B)(1)(a) and (2) of section 1901.11 of the Revised Code from municipal corporations and counties:
(a) Beginning January 1, 2000 2014, thirty-two one hundred fourteen thousand six one hundred fifty dollars, reduced by an amount equal to the annual compensation paid to that judge pursuant to division (B)(1)(a) of section 1901.11 of the Revised Code from municipal corporations and counties;
(b) Beginning January 1, 2001, thirty-five thousand five hundred dollars; of 2015, 2016, 2017, and 2018, the aggregate amount of the annual salary paid in the immediately preceding calendar year pursuant to division (A)(5) of this section and division (B)(1)(a) of section 1901.11 of the Revised Code, increased by five per cent.
(c) After 2001 Each calendar year from 2019 through 2023, the amount determined under division (E)(3) of this section, reduced by an amount equal to the annual compensation paid to that judge pursuant to division (B)(1)(a) of section 1901.11 of the Revised Code.
(6) For judges of a municipal court designated as part-time judges by section 1901.08 of the Revised Code, other than part-time judges to whom division (A)(5) of this section applies, and for judges of a county court, the following amounts effective in the following years, which amounts shall be in addition to any amounts received pursuant to division (A) of section 1901.11 of the Revised Code from municipal corporations and counties or pursuant to division (A) of section 1907.16 of the Revised Code from counties:
(a) Beginning January 1, 2000 2014, eighteen sixty-five thousand eight six hundred fifty dollars, reduced by an amount equal to the annual compensation paid to that judge pursuant to division (A) of section 1901.11 of the Revised Code from municipal corporations and counties or pursuant to division (A) of section 1907.16 of the Revised Code from counties;
(b) Beginning January 1, 2001, twenty thousand four hundred fifty dollars; of 2015, 2016, 2017, and 2018, the aggregate amount of the annual salary paid in the immediately preceding calendar year pursuant to division (A)(6) of this section and division (A) of section 1901.11 of the Revised Code or division (A) of section 1907.16 of the Revised Code, increased by five per cent.
(c) After 2001 Each calendar year from 2019 through 2023, the amount determined under division (E)(4) of this section, reduced by an amount equal to the annual compensation paid to that judge pursuant to division (A) of section 1901.11 of the Revised Code or pursuant to division (A) of section 1907.16 of the Revised Code.
(B) Except as provided in sections 1901.122 and 1901.123 of the Revised Code, except as otherwise provided in this division, and except for the compensation to which the judges described in division (A)(5) of this section are entitled pursuant to divisions (B)(1)(a) and (2) of section 1901.11 of the Revised Code, the annual salary of the chief justice of the supreme court and of each justice or judge listed in division (A) of this section shall be paid in equal monthly installments from the state treasury. If the chief justice of the supreme court or any justice or judge listed in division (A)(2), (3), or (4) of this section delivers a written request to be paid biweekly to the administrative director of the supreme court prior to the first day of January of any year, the annual salary of the chief justice or the justice or judge that is listed in division (A)(2), (3), or (4) of this section shall be paid, during the year immediately following the year in which the request is delivered to the administrative director of the supreme court, biweekly from the state treasury.
(C) Upon the death of the chief justice or a justice of the supreme court during that person's term of office, an amount shall be paid in accordance with section 2113.04 of the Revised Code, or to that person's estate. The amount shall equal the amount of the salary that the chief justice or justice would have received during the remainder of the unexpired term or an amount equal to the salary of office for two years, whichever is less.
(D) Neither the chief justice of the supreme court nor any justice or judge of the supreme court, the court of appeals, the court of common pleas, or the probate court shall hold any other office of trust or profit under the authority of this state or the United States.
(E)(1) Each calendar year from 2002 through 2008 2019 through 2023, the annual salaries of the chief justice of the supreme court and of the justices and judges named in divisions (A)(2) and (3) of this section shall be increased by an amount equal to the adjustment percentage for that year multiplied by the compensation paid the preceding year pursuant to division (A)(1), (2), or (3) of this section.
(2) Each calendar year from 2002 through 2008 2019 through 2023, the aggregate annual salary payable under division (A)(4) of this section to the judges named in that division shall be increased by an amount equal to the adjustment percentage for that year multiplied by the aggregate compensation paid the preceding year pursuant to division (A)(4) of this section and section 141.05 of the Revised Code.
(3) Each calendar year from 2002 through 2008 2019 through 2023, the salary payable from the state treasury under division (A)(5) of this section to the judges named in that division shall be increased by an amount equal to the adjustment percentage for that year multiplied by the aggregate compensation paid the preceding year pursuant to division (A)(5) of this section and division (B)(1)(a) of section 1901.11 of the Revised Code.
(4) Each calendar year from 2002 through 2008 2019 through 2023, the salary payable from the state treasury under division (A)(6) of this section to the judges named in that division shall be increased by an amount equal to the adjustment percentage for that year multiplied by the aggregate compensation paid the preceding year pursuant to division (A)(6) of this section and division (A) of section 1901.11 of the Revised Code from municipal corporations and counties or division (A) of section 1907.16 of the Revised Code from counties.
(F) In addition to the salaries payable pursuant to this section, the chief justice of the supreme court and the justices of the supreme court shall be entitled to a vehicle allowance of five hundred dollars per month, payable from the state treasury. The allowance shall be increased on the first day of January of each odd-numbered year by an amount equal to the percentage increase, if any, in the consumer price index for the immediately preceding twenty-four month period for which information is available.
(G) On or before the first day of December of each year, the Ohio supreme court, through its chief administrator, shall notify the administrative judge of the Montgomery county municipal court, the board of county commissioners of Montgomery county, and the treasurer of the state of the yearly salary cost of five part-time county court judges as of that date. If the total yearly salary costs of all of the judges of the Montgomery county municipal court as of the first day of December of that same year exceeds that amount, the administrative judge of the Montgomery county municipal court shall cause payment of the excess between those two amounts less any reduced amount paid for the health care costs of the Montgomery county municipal court judges in comparison to the health care costs of five part-time county court judges from the general special projects fund or the fund for a specific special project created pursuant to section 1901.26 of the Revised Code to the treasurer of Montgomery county and to the treasurer of the state in amounts proportional to the percentage of the salaries of the municipal court judges paid by the county and by the state.
(H) As used in this section:
(1) The "adjustment percentage" for a year is the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding year, rounded to the nearest one-tenth of one per cent.
(2) "Consumer price index" has the same meaning as in section 101.27 of the Revised Code.
(3) "Salary" does not include any portion of the cost, premium, or charge for health, medical, hospital, dental, or surgical benefits, or any combination of those benefits, covering the chief justice of the supreme court or a justice or judge named in this section and paid on the chief justice's or the justice's or judge's behalf by a governmental entity.
Sec. 195.01. (A) There is hereby created the Ohio public officials compensation advisory commission to recommend the salaries of all state and local elected officials.
(B) The commission shall consist of the following members:
(1) Two members appointed by the governor, one from each major political party;
(2) Two members appointed by the president of the senate;
(3) One member appointed by the minority leader of the senate;
(4) Two members appointed by the speaker of the house of representatives;
(5) One member appointed by the minority leader of the house of representatives;
(6) One member appointed by the chief justice of the supreme court.
(C) All members appointed to the commission shall possess expertise, knowledge, or skills consistent with the purpose of the commission, including personnel management, fiscal management, economic analysis, and statistics.
(D) The following individuals are ineligible to serve on the commission:
(1) An individual who has served in public office by appointment or election within a year prior to the proposed appointment to the commission;
(2) An incumbent by appointment or election to an office in which the commission may make a salary recommendation;
(3) An individual employed as a legislative agent, retirement system lobbyist, or executive agency lobbyist or an employer of a legislative agent, retirement system lobbyist, or executive agency lobbyist.
(E) Each member shall be appointed for a term of two years and may be reappointed. Vacancies shall be filled in the manner provided for the original appointment. Members may be removed or replaced by the member's appointing authority.
(F) Each member shall serve without compensation but shall be reimbursed for actual and necessary expenses incurred in the performance of official duties.
(G) The commission may employ staff and contract with consultants with expertise in the field of compensation. The commission shall be appropriated funds necessary to carry out these tasks.
(H) The legislative service commission shall provide facilities and staff support for the commission.
(I) Except as provided in section 195.05 of the Revised Code, the commission shall convene every other year starting in 2022.
Sec. 195.02. The Ohio public officials compensation advisory commission shall recommend the salaries of elected officials in the form of pay schedules. The commission shall consider any matter related to proper compensation of elected officials and shall recommend any compensation package or structure the commission finds to be appropriate. In determining the salaries to be recommended in the pay schedules and additional compensation amounts, the commission shall do all of the following:
(A) Review the statutes that establish the current salaries of elected officials and their additional compensation amounts;
(B) Consider the length of time since the last salary or additional compensation amount of an elected official was last adjusted;
(C) Take into consideration both of the following changes that have occurred since the salary or additional compensation amount of an elected official was last adjusted:
(1) Any changes in the consumer price index prepared by the United States bureau of labor statistics for urban wage earners and clerical workers;
(2) Any changes in tax laws applicable to an elected official.
(D) Consider the salaries paid to elected officials in other states that are comparable to this state in terms of the following:
(1) Population;
(2) Revenue and expenses per capita;
(3) Urban and rural diversity;
(4) Federal salaries for similar positions;
(5) In the case of general assembly salaries, frequency of legislative sessions.
(E) Review the laws of this state governing reimbursement of expenses incurred by elected officials and take into consideration the expenses incident to the office held, for which the elected official is not reimbursed;
(F) Consider any other relevant factors that the commission considers necessary to make its determination.
Sec. 195.03. (A) The Ohio public officials compensation advisory commission shall make the recommendations for elected officials pay schedules and additional compensation amounts in the form of a resolution adopted by a simple majority of the commission's members. The resolution shall include a listing of elected officials' current salaries and additional compensation amounts and the statutes reviewed by the commission.
(B) The commission shall prepare and adopt its initial resolution not later than January 31, 2023, and subsequent resolutions by January 31 of every other year thereafter.
(C) The pay schedules and additional compensation amounts in the commission's initial resolution shall be recommended to take effect January 1, 2025, for state elected officials and January 1, 2024, for county elected officials.
Sec. 195.04.  The Ohio public officials compensation advisory commission shall provide a copy of the resolution adopted under section 195.03 of the Revised Code to the governor, president and minority leader of the senate, speaker and minority leader of the house of representatives, and chief justice of the supreme court.
Sec. 195.05. (A) The Ohio public officials compensation advisory commission shall reconvene to adopt a new resolution recommending elected officials pay schedules and additional compensation amounts if the general assembly:
(1) Does not adopt a resolution approving the resolution adopted by the commission under section 195.04 of the Revised Code by July 1 of the submission year; or
(2) Notifies the commission that changes to the schedules and compensation amounts under the commission's resolution need to be made in accordance with the general assembly's direction.
(B) The commission shall reconvene at one of the following times:
(1) After July 1 of the submission year in the case the general assembly does not act before that date to adopt a resolution approving the commission's resolution;
(2) Within sixty days of receiving notice under division (A)(1) of this section.
(C) The commission shall continue to reconvene to adopt a resolution in accordance with sections 195.02 to 195.04 of the Revised Code and divisions (A) and (B) of this section until the general assembly adopts a resolution approving a resolution of the commission.
(D) Elected official salaries shall not be altered in the absence of a resolution adopted by the commission under section 195.04 of the Revised Code proposing the alterations that have been approved by resolution of the general assembly.
Sec. 195.06. The governor shall consider a resolution adopted by the general assembly approving a resolution adopted by the Ohio public officials compensation advisory commission under section 195.04 of the Revised Code, and any statutory changes necessary to implement the commission's resolution, when the governor proposes the state budget under section 107.03 of the Revised Code.
Sec. 325.03.  Each county auditor shall be classified, for salary purposes, according to the population of the county. All county auditors shall receive annual compensation in accordance with the following schedules and in accordance with section 325.18 of the Revised Code:

(B) In addition to the annual compensation that a sheriff receives under this section for performing the duties of sheriff prescribed by law, each sheriff shall receive in consideration of the impact of Amended Substitute Senate Bill No. 2 of the 121st general assembly on the workload of the sheriff, an additional amount equal to one-eighth of the annual compensation that the sheriff receives under division (A) of this section and section 325.18 of the Revised Code. This additional compensation shall be paid biweekly from the county treasury if adequate funds have been appropriated by the general assembly. If adequate funds have been appropriated by the general assembly for the purposes of this section, not later than the fifteenth day of March and September of each year, the attorney general shall reimburse the fiscal officer of the county the amount of additional compensation paid under this division, the related amount of employer contributions made under Chapter 145. of the Revised Code as required by the public employees retirement board, and the related amount of the payments to the social security administration for employer contributions for Medicare part A. The fiscal officer shall deposit the revenue in the county treasury.
Sec. 325.08.  Each clerk of the court of common pleas shall be classified, for salary purposes, according to the population of the county. (B) A prosecuting attorney in a county with a population of one million one or more who does not engage in the private practice of law shall receive in calendar year 2017 and in each calendar year thereafter annual compensation in an amount equal to the total compensation paid to a judge of the court of common pleas of that county pursuant to sections 141.04 and 141.05 of the Revised Code for the same calendar year, reduced by one hundred dollars.
(C) A prosecuting attorney shall not engage in the private practice of law unless before taking office the prosecuting attorney notifies the board of county commissioners of the intention to engage in the private practice of law.
A prosecuting attorney may elect to engage or not to engage in the private practice of law before the commencement of each new term of office, and a prosecuting attorney who engages in the private practice of law who intends not to engage in the private practice of law during the prosecuting attorney's next term of office shall so notify the board of county commissioners. A prosecuting attorney who elects not to engage in the private practice of law may, for a period of six months after taking office, engage in the private practice of law for the purpose of concluding the affairs of private practice of law without any diminution of salary as provided for in division (A) of this section and in section 325.18 of the Revised Code.
(C)(D) As used in this section, "salary" does not include any portion of the cost, premium, or charge for health, medical, hospital, dental, or surgical benefits, or any combination of those benefits, covering the prosecuting attorney and paid on that person's behalf by a governmental entity.

The engineer shall be the county tax map draftperson, but shall receive no additional compensation for performing the duties of that position. When the engineer performs service in connection with ditches or drainage works, the engineer shall charge and collect the per diem allowances or other fees provided by law and shall pay all of those allowances and fees, monthly, into the county treasury to the credit of the general county fund. The engineer shall pay into the county treasury all allowances and fees collected when the engineer performs services under sections 315.28 to 315.34 of the Revised Code.
(B) A county engineer may elect to engage or not to engage in the private practice of engineering or surveying before the commencement of each new term of office, and a county engineer who elects not to engage in the private practice of engineering or surveying may, for a period of six months after taking office, engage in the private practice of engineering or surveying for the purpose of concluding the affairs of private practice without any diminution of salary as provided in division (A) of this section and in section 325.18 of the Revised Code.
Sec. 325.15.  (A) Each coroner shall be classified, for salary purposes, according to the population of the county. All coroners shall receive annual compensation in accordance with the following schedules and in accordance with section 325.18 of the Revised Code:

(B) A coroner in a county with a population of one hundred seventy-five thousand one or more shall not engage in the private practice of medicine unless, before taking office, the coroner notifies the board of county commissioners of the intention to engage in that private practice.
A coroner in a county with a population of one hundred seventy-five thousand one or more shall elect to engage or not to engage in the private practice of medicine before the commencement of each new term of office, and a coroner in such a county who engages in the private practice of medicine but who intends not to engage in the private practice of medicine during the coroner's next term of office shall so notify the board of county commissioners as specified in this division. For a period of six months after taking office, a coroner who elects not to engage in the private practice of medicine may engage in the private practice of medicine, without any reduction of the salary as provided in division (A) of this section and in section 325.18 of the Revised Code, for the purpose of concluding the affairs of the coroner's private practice of medicine.
Sec. 325.18.  (A) As used in this section, "consumer price index" means the consumer price index prepared by the United States bureau of labor statistics (U.S. city average for urban wage earners and clerical workers: all items, 1982-1984=100) or, if that index is no longer published, a generally available comparable index.
(B)(1) In calendar year 2003, the annual compensation amounts for county auditors under division (D) of section 325.03 of the Revised Code shall be increased by first increasing the amounts by the percentage under division (B)(1)(a) of this section then further increasing them by the percentage under division (B)(1)(b) of this section. Such percentages are:
(a) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2000, to September 30, 2001, rounded to the nearest one-tenth of one per cent;
(b) The lesser of three per cent or the percentage increase, if any, in the consumer price index from October 1, 2001, to September 30, 2002, rounded to the nearest one-tenth of one per cent.
(2) Each calendar year from 2004 through 2008, the annual compensation of each county auditor shall be increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding calendar year, rounded to the nearest one-tenth of one per cent.
(C) Each In calendar year from 2002 through 2008 2017 and in each calendar year thereafter, the annual compensation in the immediately preceding calendar year of each county auditor, county treasurer, sheriff, clerk of the court of common pleas, county recorder, county commissioner, prosecuting attorney, other than a prosecuting attorney described in division (B) of section 325.11 of the Revised Code, county engineer, and coroner shall be increased by the lesser of the following:
(1) Three per cent;
(2) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding calendar year, rounded to the nearest one-tenth of one per cent.
(D)(C) Notwithstanding this section and sections 325.06, 325.11, 325.14, and 325.15 of the Revised Code, when computing a salary for any elected county officer under any of those sections, if the population range for the class under which the officer is to be compensated is not the same as the population range for that class for any other such elected county office, the class at which the officer's salary is determined shall be the highest class at which any officer from that same county is compensated under the population range applicable to that officer.
Sec. 505.24.  Each (A) In calendar year 2015, each township trustee is entitled to compensation as follows:
(A) Except as otherwise provided in division (B) of this section, in an amount for each day of service in the business of the township, to be paid from the township treasury as follows:
(1) In townships having a budget of two hundred fifty thousand dollars or less, twenty thirty-seven dollars and sixty-one cents per day for not more than two hundred days;
(2) In townships having a budget of more than two hundred fifty thousand but not more than one five hundred thousand dollars, twenty-four forty-three dollars and fifty-five cents per day for not more than two hundred days;
(3) In townships having a budget of more than one five hundred thousand but not more than two seven hundred fifty thousand dollars, twenty-eight forty-six dollars and fifty nineteen cents per day for not more than two hundred days;
(4) In townships having a budget of more than two seven hundred fifty thousand but not more than one million five hundred thousand dollars, thirty-three fifty-two dollars and seventy-eight cents per day for not more than two hundred days;
(5) In townships having a budget of more than one million five hundred thousand but not more than seven three million five hundred fifty thousand dollars, thirty-five fifty-eight dollars and six cents per day for not more than two hundred days;
(6) In townships having a budget of more than seven three million five hundred fifty thousand but not more than one six million five hundred thousand dollars, forty sixty-three dollars and thirty-three cents per day for not more than two hundred days;
(7) In townships having a budget of more than one six million five hundred thousand but not more than three ten million five hundred thousand dollars, forty-four eighty-two dollars and seven cents per day for not more than two hundred days;
(8) In townships having a budget of more than three ten million five hundred thousand dollars but not more than six million dollars, forty-eight one hundred five dollars and fifty-one cents per day for not more than two hundred days;
(9) In townships having a budget of more than six million dollars, fifty-two dollars per day for not more than two hundred days.
(B) Beginning in In calendar year 1999 2016 and in each calendar year thereafter, the amounts paid as specified in division (A) of this section shall be replaced by the following amounts:
(1) In calendar year 1999, the amounts specified in division (A) of this section increased by three per cent;
(2) In calendar year 2000, the amounts determined under division (B)(1) of this section increased by three per cent;
(3) In calendar year 2001, the amounts determined under division (B)(2) of this section increased by three per cent;
(4) In calendar year 2002, except in townships having a budget of more than six million dollars, the amounts determined under division (B)(3) of this section increased by three per cent; in townships having a budget of more than six million but not more than ten million dollars, seventy dollars per day for not more than two hundred days; and in townships having a budget of more than ten million dollars, ninety dollars per day for not more than two hundred days;
(5) In calendar years 2003 through 2008, the amounts determined under division (B) of this section for in the immediately preceding calendar year shall be increased by the lesser of the following:
(a)(1) Three per cent;
(b)(2) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding calendar year, rounded to the nearest one-tenth of one per cent;
(6) In calendar year 2009 and thereafter, the amount determined under division (B) of this section for calendar year 2008.
As used in division (B) of this section, "consumer price index" has the same meaning as in section 325.18 of the Revised Code.
(C) Whenever members of a board of township trustees are compensated per diem and not by annual salary, the board shall establish, by resolution, a method by which each member of the board shall periodically notify the township fiscal officer of the number of days spent in the service of the township and the kinds of services rendered on those days. The per diem compensation shall be paid from the township general fund or from other township funds in such proportions as the kinds of services performed may require. The notice shall be filed with the township fiscal officer and preserved for inspection by any persons interested.
By unanimous vote, a board of township trustees may adopt a method of compensation consisting of an annual salary to be paid in equal monthly payments. If the office of trustee is held by more than one person during any calendar year, each person holding the office shall receive payments for only those months, and any fractions of those months, during which the person holds the office. The amount of the annual salary approved by the board shall be no more than the maximum amount that could be received annually by a trustee if the trustee were paid on a per diem basis as specified in this division, and shall be paid from the township general fund or from other township funds in such proportions as the board may specify by resolution. Each trustee shall certify the percentage of time spent working on matters to be paid from the township general fund and from other township funds in such proportions as the kinds of services performed. A board of township trustees that has adopted a salary method of compensation may return to a method of compensation on a per diem basis as specified in this division by a majority vote. Any change in the method of compensation shall be effective on the first day of January of the year following the year during which the board has voted to change the method of compensation.
Sec. 507.09.  (A) Except as otherwise provided in division (D) of this section In calendar year 2015, the township fiscal officer shall be entitled to compensation as follows:
(1) In townships having a budget of two hundred fifty thousand dollars or less, three ten thousand five one hundred sixty-one dollars;
(2) In townships having a budget of more than two hundred fifty thousand but not more than one five hundred thousand dollars, five thirteen thousand five hundred sixty-four dollars;
(3) In townships having a budget of more than one five hundred thousand but not more than two seven hundred fifty thousand dollars, seven fourteen thousand seven five hundred fifteen dollars;
(4) In townships having a budget of more than two seven hundred fifty thousand but not more than one million five hundred thousand dollars, nine seventeen thousand nine four hundred nineteen dollars;
(5) In townships having a budget of more than one million five hundred thousand but not more than seven three million five hundred fifty thousand dollars, eleven twenty thousand three hundred twenty-one dollars;
(6) In townships having a budget of more than seven three million five hundred fifty thousand but not more than one six million five hundred thousand dollars, thirteen twenty-one thousand two seven hundred seventy-three dollars;
(7) In townships having a budget of more than one six million five hundred thousand but not more than three ten million five hundred thousand dollars, fifteen twenty-four thousand four nine hundred eighty-eight dollars;
(8) In townships having a budget of more than three ten million five hundred thousand dollars but not more than six million dollars, sixteen twenty-eight thousand five nine hundred nine dollars;
(9) In townships having a budget of more than six million dollars, seventeen thousand six hundred dollars.
(B) In calendar year 2016 and in each calendar year thereafter, the compensation paid in the immediately preceding calendar year shall be increased by the lesser of the following:
(1) Three per cent;
(2) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding calendar year, rounded to the nearest one-tenth of one per cent.
As used in division (B) of this section, "consumer price index" has the same meaning as in section 325.18 of the Revised Code.
(C) Any township fiscal officer may elect to receive less than the compensation the fiscal officer is entitled to under division (A) or (B) of this section. Any township fiscal officer electing to do this shall so notify the board of township trustees in writing, and the board shall include this notice in the minutes of its next board meeting.
(C)(D) The compensation of the township fiscal officer shall be paid in equal monthly payments. If the office of township fiscal officer is held by more than one person during any calendar year, each person holding the office shall receive payments for only those months, and any fractions of those months, during which the person holds the office.
A township fiscal officer may be compensated from the township general fund or from other township funds based on the proportion of time the township fiscal officer spends providing services related to each fund. A township fiscal officer must document the amount of time the township fiscal officer spends providing services related to each fund by certification specifying the percentage of time spent working on matters to be paid from the township general fund or from other township funds in such proportions as the kinds of services performed.
(D) Beginning in calendar year 1999, the township fiscal officer shall be entitled to compensation as follows:
(1) In calendar year 1999, the compensation specified in division (A) of this section increased by three per cent;
(2) In calendar year 2000, the compensation determined under division (D)(1) of this section increased by three per cent;
(3) In calendar year 2001, the compensation determined under division (D)(2) of this section increased by three per cent;
(4) In calendar year 2002, except in townships having a budget of more than six million dollars, the compensation determined under division (D)(3) of this section increased by three per cent; in townships having a budget of more than six million but not more than ten million dollars, nineteen thousand eight hundred ten dollars; and in townships having a budget of more than ten million dollars, twenty thousand nine hundred dollars;
(5) In calendar year 2003, the compensation determined under division (D)(4) of this section increased by three per cent or the percentage increase in the consumer price index as described in division (D)(7)(b) of this section, whichever percentage is lower;
(6) In calendar year 2004, except in townships having a budget of more than six million dollars, the compensation determined under division (D)(5) of this section for the calendar year 2003 increased by three per cent or the percentage increase in the consumer price index as described in division (D)(7)(b) of this section, whichever percentage is lower; in townships having a budget of more than six million but not more than ten million dollars, twenty-two thousand eighty-seven dollars; and in townships having a budget of more than ten million dollars, twenty-five thousand five hundred fifty-three dollars;
(7) In calendar years 2005 through 2008, the compensation determined under division (D) of this section for the immediately preceding calendar year increased by the lesser of the following:
(a) Three per cent;
(b) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding calendar year, rounded to the nearest one-tenth of one per cent;
(8) In calendar year 2009 and thereafter, the amount determined under division (D) of this section for calendar year 2008.
As used in this division, "consumer price index" has the same meaning as in section 325.18 of the Revised Code.
Sec. 3501.12.  (A) The annual compensation of members of the board of elections shall be determined on the basis of the population of the county according to the next preceding federal census, and shall be paid monthly out of the appropriations made to the board and upon vouchers or payrolls certified by the chairperson, or a member of the board designated by it, and countersigned by the director or in the director's absence by the deputy director. Upon presentation of any such voucher or payroll, the county auditor shall issue a warrant upon the county treasurer for the amount thereof as in the case of vouchers or payrolls for county offices and the treasurer shall pay such warrant.
(A) Except as provided in divisions (B) and (C) of this section (B) In calendar year 2014, the amount of annual compensation of members each member of the board of elections shall be as follows:
(1) Eighty-five Ninety-two dollars and eighty-nine cents for each full one thousand of the first one hundred thousand population;
(2) Forty Forty-four dollars and fifty twenty-six cents for each full one thousand of the second one hundred thousand population;
(3) Twenty-two Twenty-four dollars and four cents for each full one thousand of the third one hundred thousand population;
(4) Six Seven dollars and seventy-five thirty-seven cents for each full one thousand above three hundred thousand population.
(B) Except as provided in division (C) of this section (C) In calendar year 2014, the compensation of a member of the board shall not be less than three thousand three six hundred seventy-five eighty-seven dollars and shall not exceed twenty twenty-one thousand eight hundred fifty-five dollars annually.
(C) In calendar year 2001, the annual compensation of each member of the board shall be computed after increasing the dollar amounts specified in divisions (A) and (B) of this section by three per cent.
(D) In calendar year 2002, the annual compensation of each member of the board shall be computed after increasing by three per cent the dollar amounts used to compute the compensation of a member under division (C) of this section.
(E) In calendar year 2003 and thereafter, the annual compensation of each member of the board shall be computed after increasing by three per cent the dollar amounts used to compute the compensation of a member under division (D) of this section
(D) In calendar year 2015, the annual compensation of each member of the board shall be computed after increasing the dollar amounts specified in divisions (B) and (C) of this section by five per cent. Such compensation shall not be less than four thousand eight hundred thirty dollars.
(E) In calendar year 2016, the annual compensation of each member of the board shall be computed after increasing the dollar amounts specified in division (D) of this section by five per cent. Such compensation shall not be less than six thousand dollars.
(F) In calendar year 2017 and in each calendar year thereafter, the annual compensation in the immediately preceding calendar year of each member of the board shall be increased by the lesser of the following:
(1) Three per cent;
(2) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding calendar year, rounded to the nearest one-tenth of one per cent.
As used in this section, "consumer price index" has the same meaning as in section 325.18 of the Revised Code.
For the purposes of this section, members of boards of elections shall be deemed to be appointed and not elected, and therefore not subject to Section 20 of Article II of the Ohio Constitution.
Section 2.  That existing sections 101.27, 141.011, 141.04, 325.03, 325.04, 325.06, 325.08, 325.09, 325.10, 325.11, 325.14, 325.15, 325.18, 505.24, 507.09, and 3501.12 of the Revised Code are hereby repealed.

OPERATING EXPENSES - JUDICIARY/SUPREME COURT
Of the foregoing appropriation item 005321, Operating Expenses - Judiciary/Supreme Court, up to $206,770 in each fiscal year may be used to support the functions of the State Criminal Sentencing Council.
LAW-RELATED EDUCATION
The foregoing appropriation item 005406, Law-Related Education, shall be distributed directly to the Ohio Center for Law-Related Education for the purposes of providing continuing citizenship education activities to primary and secondary students, expanding delinquency prevention programs, increasing activities for at-risk youth, and accessing additional public and private money for new programs.
OHIO COURTS TECHNOLOGY INITIATIVE
The foregoing appropriation item 005409, Ohio Courts Technology Initiative, shall be used to fund an initiative by the Supreme Court to facilitate the exchange of information and warehousing of data by and between Ohio courts and other justice system partners through the creation of an Ohio Courts Network, the delivery of technology services to courts throughout the state, including the provision of hardware, software, and the development and implementation of educational and training programs for judges and court personnel, and operation of the Commission on Technology and the Courts by the Supreme Court for the promulgation of statewide rules, policies, and uniform standards, and to aid in the orderly adoption and comprehensive use of technology in Ohio courts.
CONTINUING JUDICIAL EDUCATION
The Continuing Judicial Education Fund (Fund 6720) shall consist of fees paid by judges and court personnel for attending continuing education courses and other gifts and grants received for the purpose of continuing judicial education. The foregoing appropriation item 005601, Continuing Judicial Education, shall be used to pay expenses for continuing education courses for judges and court personnel. If it is determined by the Administrative Director of the Supreme Court that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 6720 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. Interest earned on money in Fund 6720 shall be credited to the fund.
FEDERAL GRANTS
The Federal Grants Fund (Fund 3J00) shall consist of grants and other moneys awarded to the Supreme Court (The Judiciary) by the United States Government or other entities that receive the moneys directly from the United States Government and distribute those moneys to the Supreme Court (The Judiciary). The foregoing appropriation item 005603, Federal Grants, shall be used in a manner consistent with the purpose of the grant or award. If it is determined by the Administrative Director of the Supreme Court that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 3J00 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. However, interest earned on money in Fund 3J00 shall be credited or transferred to the General Revenue Fund.
ATTORNEY SERVICES
The Attorney Services Fund (Fund 4C80), formerly known as the Attorney Registration Fund, shall consist of money received by the Supreme Court (The Judiciary) pursuant to the Rules for the Government of the Bar of Ohio. In addition to funding other activities considered appropriate by the Supreme Court, the foregoing appropriation item 005605, Attorney Services, may be used to compensate employees and to fund appropriate activities of the following offices established by the Supreme Court: the Office of Disciplinary Counsel, the Board of Commissioners on Grievances and Discipline, the Clients' Security Fund, and the Attorney Services Division. If it is determined by the Administrative Director of the Supreme Court that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 4C80 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. Interest earned on money in Fund 4C80 shall be credited to the fund.
COURT INTERPRETER CERTIFICATION
The Court Interpreter Certification Fund (Fund 5HT0) shall consist of money received by the Supreme Court (The Judiciary) pursuant to Rules 80 through 87 of the Rules of Superintendence for the Courts of Ohio. The foregoing appropriation item 005617, Court Interpreter Certification, shall be used to provide training, to provide the written examination, and to pay language experts to rate, or grade, the oral examinations of those applying to become certified court interpreters. If it is determined by the Administrative Director that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 5HT0 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. Interest earned on money in Fund 5HT0 shall be credited to the fund.
COUNTY LAW LIBRARY RESOURCES BOARD
The Statewide Consortium of County Law Library Resources Boards Fund (Fund 5JY0) shall consist of moneys deposited pursuant to section 307.515 of the Revised Code into a county's law library resources fund and forwarded by that county's treasurer for deposit in the state treasury pursuant to division (E)(1) of section 3375.481 of the Revised Code. The foregoing appropriation item 005620, County Law Library Resources Board, shall be used for the operation of the Statewide Consortium of County Law Library Resources Boards. If it is determined by the Administrative Director of the Supreme Court that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 5JY0 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. Interest earned on money in Fund 5JY0 shall be credited to the fund.
GRANTS AND AWARDS
The Grants and Awards Fund (Fund 5T80) shall consist of grants and other money awarded to the Supreme Court (The Judiciary) by the State Justice Institute, the Division of Criminal Justice Services, or other entities. The foregoing appropriation item 005609, Grants and Awards, shall be used in a manner consistent with the purpose of the grant or award. If it is determined by the Administrative Director of the Supreme Court that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 5T80 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. However, interest earned on money in Fund 5T80 shall be credited or transferred to the General Revenue Fund.
SUPREME COURT ADMISSIONS
The foregoing appropriation item 005606, Supreme Court Admissions, shall be used to compensate Supreme Court employees who are primarily responsible for administering the attorney admissions program under the Rules for the Government of the Bar of Ohio, and to fund any other activities considered appropriate by the court. Moneys shall be deposited into the Supreme Court Admissions Fund (Fund 6A80) under the Supreme Court Rules for the Government of the Bar of Ohio. If it is determined by the Administrative Director of the Supreme Court that additional appropriations are necessary, the amounts are hereby appropriated.
No money in Fund 6A80 shall be transferred to any other fund by the Director of Budget and Management or the Controlling Board. Interest earned on money in Fund 6A80 shall be credited to the fund.
Section 4.  That existing Section 307.10 of Am. Sub. H.B. 59 of the 130th General Assembly is hereby repealed.
Section 5. All items in this section are hereby appropriated as designated out of any moneys in the state treasury to the credit of the designated fund. For all appropriations made in this act, those in the first column are for fiscal year 2014 and those in the second column are for fiscal year 2015. The appropriations made in this act are in addition to any other appropriations made for the FY 2014-FY 2015 biennium.

LOCAL GOVERNMENT SALARY ASSISTANCE
The foregoing appropriation item 911XXX, Local Government Salary Assistance, shall be used to reimburse counties and townships for the cost of providing pay raises to elected officials under this act. Townships and counties shall submit their requests for reimbursement to the Director of Administrative Services, who shall certify those reimbursable amounts. The Director of Administrative Services shall submit the certified amounts to the Controlling Board for approval and release under this appropriation item.
Section 6. Within the limits set forth in this act, the Director of Budget and Management shall establish accounts indicating the source and amount of funds for each appropriation made in this act, and shall determine the form and manner in which appropriation accounts shall be maintained. Expenditures from appropriations contained in this act shall be accounted for as though made in the main appropriations act of the 130th General Assembly.
The appropriations made in this act are subject to all provisions of the main appropriations act of the 130th General Assembly that are generally applicable to such appropriations.
