A CONCURRENT RESOLUTION
| To urge the Congress, President of the United States,
and the Secretary of Transportation to utilize
Ohio's skilled labor, industrial resources, and
transportation system to manufacture and
rehabilitate passenger rail cars and components
under the American Recovery and Reinvestment Act.

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO (THE SENATE CONCURRING):
WHEREAS, The American Recovery and Reinvestment Act of 2009,
signed into law by President Obama on February 17th, 2009, is an
extraordinary effort to strengthen our economy and develop or save
millions of jobs; and |
WHEREAS, Transportation systems are a critical component of
the American Recovery and Reinvestment Act, capable of
facilitating economic growth by moving people to jobs and goods to
the marketplace while offering high-quality employment in related
industries; and |
WHEREAS, The American Recovery and Reinvestment Act funds
high-speed and conventional passenger rail at unprecedented
levels, including funding for the manufacture, rehabilitation,
remanufacture, and overhaul of rail rolling stock; and |
WHEREAS, Ohio suffers from unemployment rates substantially
higher than nationwide rates but possesses a highly skilled labor
force more than capable of competitively manufacturing rail cars;
and |
WHEREAS, Ohio also possesses the manufacturing facilities and
infrastructure necessary to successfully manufacture rail cars,
including shuttered automobile and steel facilities that could
readily be adapted to produce rail cars; and |
WHEREAS, The use of Ohio's work force and manufacturing
facilities to manufacture passenger rail cars will fully
accomplish the American Recovery and Reinvestment Act goals of
strengthening the economy and supporting jobs in a part of this
nation long suffering from the economic downturn; now therefore be
it |
RESOLVED, That we, the members of the 128th General Assembly
of the State of Ohio, urge the Congress, President of the United
States, and the Secretary of Transportation to use Ohio's skilled
labor force and ready manufacturing facilities to manufacture,
rehabilitate, remanufacture, and overhaul passenger rail cars
under the American Recovery and Reinvestment Act; and be it
further |
RESOLVED, That the Clerk of the House of Representatives
transmit duly authenticated copies of this resolution to the
President of the United States, to the Speaker and Clerk of the
United States House of Representatives, to the President Pro
Tempore and Secretary of the United States Senate, to the
Secretary of Transportation, to the members of the Ohio
Congressional delegation, and to the news media of Ohio. |
